Cancellation of Authorizations for Construction of Steel Ships

1. References are the following Memoranda to the Japanese Government from General Headquarters, SCAP:

1. Ref. are Memoranda to the Japanese Government, SCAPIN No. 949, 1120, 1356, 1739, 1807, 1824 and 2033-A, which authorize construction of steel ships.
2. Investigation reveals that thirty-five (35) of the vessels authorized for construction by reference SCAPINS either have not been started or construction work has been stopped on them bacause originally contemplated owners have been unable to secure funds sufficient to cover construction costs and the shipyards concerned have not been able to find new owners.
3. In order to have cognizance at all times of the number of vessels actually under construction and thereby be able to plan and maintain a balanced fleet, it is believed advisable to cancel authorizations for construction of these thirty-five (35) vessels and consider applications submitted for new authorizations if and when buyers are found who are able to finance such construction.
4. Memo to the Japanese Government cancels authorizations for construction of subject vessels and directs that construction work on them will not be started or resumed unless future authorization is granted.
5. This is a technical matter over which ESS exercises supervision by direct communication.
