MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Subject

Sale of Waste Petroleum Products to the Imperial Japanese Government.

1. So much of the below listed directives to the Imperial Japanese Government as pertain to the “Sale of Waste Petroleum Products to the Imperial Japanese Government” are hereby rescinded and superseded by this memorandum.
a. Memorandum for Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, file AG 463.7 (13 Oct 45) ESS, dated 13 October 1945, subject: “Japanese Petroleum Products.”
b. Memorandum for Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, file AG 463.7 (10 Mar 46) GD (SCAPIN 704-A) dated 10 March 1946, subject: “Disposal of Waste Oils.”
c. Memorandum for Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, file AG 463.7 (21 May 46) GD (SCAPIN 971) dated 21 May 1946, subject: “Receipts and Distribution of Petroleum Products.”
2. a. The Petroleum Distribution Company (or its legally appointed successor) shall, as agent for the Board of Trade, have full responsibility for collection of, and accounting for, all petroleum products to be sold to the Imperial Japanese Government by the United States Occupation Forces
b. In accomplishing this operation, the Petroleum Distribution Company (or its legally appointed successor) shall utilize the individual collectors authorized by the Board of Trade.
3. The Imperial Japanese Government through the Petroleum Distribution Company (or its legally appointed successor) as agent for the Board of Trade shall submit to the Supreme Commander for the Allied Powers a monthly report of all processed waste petroleum products, showing type and quantity of products turned over to the Petroleum Distribution Company (or its legally appointed successor) by the collectors referred to in paragraph 2 b above, for distribution through regular channels.
