MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Receipt and Distribution of Petroleum products.

1. Pending the restitution of normal Japanese foreign trade and until the volume of internal consumption warrants individual company distribution, it is desired that the receipt and storage of imported petroleum products and the distribution of these and indigenous products to the Japanese economy be performed by a single agency.
2. The Petroleum Distribution Control Company, hereinafter referred to as SEKIYU HAIKYU TOSEI K. K., in addition to its present functions of storage and distribution of all petroleum products to the Japanese economy, is hereby recognized as the exclusive agent of BOEKI CHO to receive imported petroleum products in accordance with paragraphs 3b and 3c, Memorandum for the Imperial Japanese Government dated 3 April 1946, subject: “Board of Trade (BOEKI CHO)”.
3. It is directed that the records of SEKIYU HAIKYU TOSEI K. K. be made available for inspection upon demand of the Supreme Commander for the Allied Powers.
