MEMORANDUM FOR	THE IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
SUBJECT	Japanese Petroleum Products.

1. All stocks of Japanese petroleum products, including waste oils, will be made available to essential industries and consumers through the Home Ministry. Petroleum products will be distributed by authorized agencies in accordance with Directive No. 3 from the Supreme Commander for the Allied Powers.
2. The following reports will be submitted to this headquarters by the fifteenth of each month for the Eight Administrative Regions. The reporting will be from 0001 hours of the 26th of the month to 2400 hours of the 25th of the following month.
a. A monthly report on the disposition of all petroleum products by types and grades according to consumer categories (fishing boats, household fuel, etc.).
b. A monthly report of stocks on hand by types and grades.
c. A monthly report (to cover a six (6) month’s period) of the expected rates of consumption by types and grades and by consumer categories.
d. A monthly report (to cover a six (6) month’s period) of the estimated requirements by types and grades and by consumer categories.
