SUBJECT | Changes in Acceptance Offices for EFM and SCM Messages from Japan to British Commonwealth Points. |
1. Memorandum, General Headquarters, Supreme Commander for the Allied Powers, file AG 311.3 (17 Sep 46)CCS, (SCAPIN 1206), dated 17 September 1946, subject: Establishment of Expeditionary Force and Sender Composition Message Service between Japan and all points in the British Commonwealth over the Osaka-London Radiotelegraph Circuit, is supplemented as follows:
a. Paragraph 4 is rescinded and the following instructions substituted therefor:
(1) EFM and SGM messages circulating from Japan to all points in the British Commonwealth, over the Osaka-London circuit, will be filed only at British Commonwealth Occupation Forces Post Offices in Japan. British Commonwealth Occupation Forces Post Office authorities will, in turn, file such messages with any authorized SCM acceptance office of the Ministry of Communications.
b. Paragraph 5 is rescinded and the following substituted therefor:
(1) Charges for EFM and SCM messages filed in Japan destined to any point in the British Commonwealth, will be paid in British Armed Forces Special Vouchers to acceptance offices in the British Commonwealth Occupation Forces Post Offices. The charges for such messages at established yen rates will be paid to the Ministry of Communications in Japanese yen by representatives of the British Commonwealth Occupation Forces Post Offices.
2. All the existing provisions applicable to other classes of messages and to the receipt and delivery in Japan of EFM and SCM messages circulating over the Osaka-London circuit remain unchanged.
3. The instructions herein will become effective at 0001 hours, Japan time, 6 May 1947.
4. Direct communications between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding procedures within the scope of this memorandum, are authorized.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN1657), file AG 311.3 (5 May 47)CCS, this Headquarters, dated 5 May 1947, subject: Change in Acceptance Offices for EFM and SCM Messages from Japan to British Commonwealth Points
1. With reference to subject memorandum the following is published for the information of all concerned.
2. EFM (fixed text) and SCM (sender composition) message service for British Forces is provided between Japan and all points in the British Commonwealth, through the facilities of Japanese Government operated radiotelegraph service. The charges for such messages have been paid for in Japanese yen. Since the British Forces will introduce the use of British Armed Forces Special Vouchers in Japan for use by their forces in a manner similar to that prescribed for United States Military Payment Certificates, it is necessary to provide for the use of this British military currency in connection with the radiotelegraph service. By having all such messages filed only at the British Commonwealth Occupation Forces Post Offices in Japan, and paid for in British Armed Forces Special Vouchers, the use of illegally acquired Japanese yen is prevented. The British Commonwealth Occupation Forces Post Office authorities will, in turn, file the messages with the telegraph offices of the Ministry of Communications, and make the payment of charges in Japanese yen to the Japanese administration.
3. This SCAPIN issues the necessary instructions to the Japanese Ministry of Communications to effect the arrangements for handling EFM and SCM messages of the British Forces.
