The Vehicles for Road Transportation Law (Law No.185 of 1951) shall be partially amended as follows:
In Article 4, "motor vehicle" shall be amended as "motor vehicle (except light motor vehicles and two-wheel small-size motor vehicles;hereinafter the same in this Chapter except Article 29 to Article 32 inclusive)" .
Article 5 shall be amended as follows: "The acquisition and forfeiture of possessory right of motor vehicles which obtained registration shall not be set up against a third person unless registration therefor is obtained" .
In Article 29 paragraph 1, "No person other than those who make it their business to manufacture motor vehicles" shall be amended as "No person other than those who make it their business to manufacture motor vehicles, those who make it their business to manufacture motor vehicle chassis or prime mover thereof, as well as those who have been designated by the Minister of Transportation" , and in paragraph 2 of the same Article, "any person who makes it his business to manufacture motor vehicles" , as "any person who makes it his business to manufacture motor vehicles, any person who makes it his business to manufacture motor vehicle chassis or prime mover thereof, as well as those who have been designated as referred to in the preceding paragraph" , and "he shall obtain the designation of the Minister of Transportation" , as "he shall report previously to the Minister of Transportation" , and next to the same paragraph, the following one paragraph shall be added:
3 The Minister of Transportation may, in cases where the form, number, position and method of chassis number or prime mover number of motor vehicles which have been reported as referred to in the preceding paragraph, are deemed not proper, order the alteration thereof.
The following one paragraph shall be added to Article 30:
2 In cases where the person referred to in the preceding paragraph reported to the Minister of Transportation as to the form, number and position of chassis number of prime mover number of motor vehicle, motor vehicle chassis or prime mover which he intends to import, accompanied with the documents sufficiently proving the fact which are prepared by the manufacturer of the motor vehicle, motor vehicle chassis or prime mover thereof concerned, the report in accordance with the provisions of the same paragraph may not be submitted.
Article 41 item (6) shall be amended as follows:
(6) Fuel system and electrical system;
Article 57 shall be amended as follows:
In Article 58, "No motor vehicle" shall be amended as "No motor vehicle (except light motor vehicles;hereinafter the same in this Chapter)" .
In Article 60, next to "deliver to the applicant the motor vehicle inspection certificate on which are entered the matters enumerated in each of the following items:" , "In this case, as regards two-wheel small-size motor, vehicles, the vehicle number shall be designated therefor" , shall be added and item (1) of the same Article shall be amended as follows:
(1) Motor vehicle inspection certificate number, and, with respect to registered motor vehicles, motor vehicle registration number, and vehicle number in the case of two-wheel smallsize motor vehicles.
Article 60 item (17) shall be amended as follows:
(17) With respect to a trailer, the name and type of the tractor;
Article 61 paragraph 1 shall be amended as follows:
The period of validity of a motor vehicle inspection certificate shall be respectively nine months, one year and two years, with respect to motor vehicles served for motor carrier business transporting passengers, motor vehicles served for freight transportation, and other motor vehicles.
In Article 61 paragraph 2, "before the lapse of one year" shall be amended as "before the lapse of the period of validity referred to in the preceding paragraph" , and "fix the period of validity referred to in the preceding paragraph to less than one year" , as "reduce the period of validity referred to in the same paragraph" .
In Article 64 paragraph 1, "(excluding light motor vehicles)" shall be deleted.
In Article 67 paragraph 2, item (4) shall be made item (5), and next to item (3), the following one item shall be added:
(4) When any alteration has been made as to whether the motor vehicle is served for motor carrier business or not.
Article 73 shall be amended as follows:
(Duty of Indicating Motor Vehicle Number Plate, etc.)
Article 73. No two-wheel small-size motor vehicle shall be served for operation unless the vehicle number plate thereof bearing the vehicle number referred to in the latter clause of Article 60 is indicated at a visible position at the rear of the vehicle.
2 The provisions of Article 34 to Article 36 inclusive shall apply mutatis mutandis to twowheel small-size motor vehicles. In this case, in Article 34 paragraph 1, "Article 4" shall read "the text of Article 58" , and in Article 36 paragraph 2, "Article 19" shall read "Article 73 paragraph 1" .
In Article 76, "the procedure of inspection referred to in Article 73 paragraph 1, matters of entry as well as matters concerning the return of motor bike inspection certificate and passenger light vehicle inspection certificate" shall be amended as "matters concerning vehicle number plate referred to in Article 73 paragraph 1" .
In Article 97 paragraph 1 and paragraph 3, "As to compulsory execution to registered motor vehicles other than light motor vehicles and two-wheel small-size motor vehicles" , shall be amended as "As to compulsory execution to registered motor vehicles" , and next to the same Article, the following one Article shall be added:
(Report on the Use of Light Motor Vehicles, etc.)
Article 97-(2). No light motor vehicle shall be served for operation unless its user has reported to the chief of Land Transportation Bureau having jurisdiction over the locality of abode of use thereof and obtained the designation of vehicle number.
2 The provisions of Article 73 paragraph 1 shall apply mutatis mutandis to the light motor vehicles.
In Article 98, ", number plate permitting temporary operation, motor bike number plate or passenger light vehicle number plate" shall be amended as "or number plate permitting temporary operation" .
Article 100 paragraph 1 item (3) shall be amended as follows:
(3) Any person who has reported in accordance with the provisions of Article 29 paragraph 2 or Article 30.
In the table of Article 102,"

In Article 105 paragraph 2, "and 54" shall be amended as "and 54, and Article 97-(2) paragraph 1" .
In Article 107 item (1), ", Article 29 paragraph 2" shall be deleted, and next to "Article 34 para-graph 1" , "(including the cases where this applies mutatis mutandis under Article 73 paragraph 2)" shall be added.
In Article 108 item (1), ", Article 69 paragraph 2 or Article 73 paragraph 1" shall be amended as "or Article 69 paragraph 2" , and in item (2) of the same Article, "(including the cases where this applies mutatis mutandis under Article 57)" shall be deleted.
In Article 109 item (1), ", Article 29 paragraph 2" shall be deleted, and "Article 73 paragraph 2" shall be amended as "Article 73 paragraph 1 (including the cases where this applies mutatis mutandis under Article 97-(2) paragraph 2)" .
In Article 110 item (1), next to "Article 28 paragraph 2" , "Article 29 paragraph 2," shall be added, and next to "Article 96" , ", Article 97-(2) paragraph 1" shall be added;in item (3) of the same Article, "Article 30" shall be amended as "Article 30 paragraph 1;and in item (6) of the same Article." Article 53 "shall be amended as" Article 29 paragraph 3, Article 53".
