I hereby promulgate the Law for Partial Amendments to the Outdoor Advertisements Law.

Law for Partial Amendments to the Outdoor Advertisements Law
The Outdoor Advertisements Law (Law No.189 of 1949) shall be partially amended as follows:
Article 4 paragraph 1 item (2) shall be amended as follows:
(2) Exclusive residential use areas designated in accordance with the provision of Article 50 paragraph 1 of the Building Standard Law (Law No.201 of 1950) or scenic areas designated in accordance with the provision of Article 68 paragraph 1 of the said Law;
Article 4 paragraph 1 item (4) shall be amended as follows:
(4) Areas where there are forests designated as protection forests under the provision of Article 25 paragraph 1 item (11) of the Forest Law (Law No.249 of 1951);
The following one paragraph shall be added to Article 7:
2 In cases where the governor of To, Do, Fu or prefecture intends to order a step under the provision of the preceding paragraph, if he is unable, without fault on his part, to know the person who has displayed the advertisements or installed the objects on which the advertisements concerned are placarded or takes charges of them, he may take such step himself or cause other person to take such step by ordering or entrusting him to do so. However, in the case of removing the objects on which these advertisements area placarded, he shall, as may be provided for by by-law, give a public notification to the effect that they shall be removed within the reasonable term which he fixes, or else these shall be removed by him or a person whom he orders or entrusts.
The following one Article shall be added next to Article 7:
(Delegation of Business of Governor of To, Do, Fu or Prefecture)
Article 7-(2). The governor of To, Do, Fu or prefecture may entrust a part of the business of the governor of To, Do, Fu or prefecture prescribed in this Law or by-laws based on this Law to the mayor of city, town or village.
In Article 8, "disposals made by Governors of To, Do, Fu and prefectures" shall be amended as "disposals made by the governor of To, Do, Fu or prefecture or by the mayor of city, town or village" and "concerned" shall be deleted.
Supplementary Provision:
This Law shall come into force as from the day of its promulgation.
