Article 34-(2). With regard to the expenses in the expenditure budget the complete disbursement of which seems improbable within the current business year due to their nature or to circumstances occurring after the formation of the budget, they may be carried forward to the following business year after having obtained approval of the Diet.
2 前項の規定により翌事業年度に繰り越して使用することができる経費を繰越明許費という。
2 The expenses which may be carried forward to the following business year in accordance with the provision of the preceding paragraph shall be called "approved carry-overs" .
第三十六條に次の一項を加える。
The following one paragraph shall be added next to Article 36:
2 In case there arises a deficit in the budget of expense directly necessary for the operation even after the reserve fund under the preceding paragraph was expended, the Corporation may expend a part of the amount equivalent to the excess in the income due to the increased amount of the monopolies sold over the estimated amount of income, for the expenses directly necessary for the operation, in accordance with the provisions of the budget.
Article 43-(3) shall be amended as follows: Article 43-(3). The Corporation may, except the amount of approved carry-overs, carry forward to and extend in the following business year, out of the amount of expenses of the budget of expenditure, that for the contracts and other acts causing disbursements which have been made or incurred during the business year concerned and yet liability for payment therefor has not accrued within the same business year (including the attendant amount of expenses to be required for disbursement based on the necessity of execution of construction work for contracts concerned and other acts causing disbursement, and other enterprises).
第四十三條の十八中「市中銀行」を「銀行その他大蔵大臣の指定する金融機関」に改める。
In Article 43-(18), "private banks" shall be amended as "banks or other financial institutions designated by the Minister of Finance" .

Supplementary Provision:
この法律は、公布の日から施行する。
This Law shall come into force as from the day of its promulgation.
