Law for Partial Amendments to the Postal Money Order Law
The Postal Money Order Law (Law No.59 of 1948) shall be partially amended as follows:
In Article 7, "ordinary money order, telegraphic money order and postal order" shall be amended as "money order and telegraphic money order" .
Article 8 shall be amended as follows:
Article 8.(Money order.) In money order, when a remitter submits cash for money order to a post office, it shall issue a money order inscribing thereon the amount of cash submitted and deliver it to the remitter. The paying post office designated by the remitter (in case it has not been esignated, the paying post office chosen by the ayee) shall pay the amount of money order in xchange for the money order to the payee esignated by the remitter (in case it has not een designated, the bearer of a money order).
Article 10 shall be amended as follows:
Article 10. Deleted.
In Article 11, "the preceding three articles" all be amended as "Article 8 and Article 9" .
Article 12 paragraph 1 shall be amended as follows:
The right of payee for the amount of postal noney order shall not be negotiated to anyone except the bank, other than that for money order in which the remitter has not designated the payee.
The main clause of Article 16 paragraph 1 all be amended as follows, and in the provison,the same paragraph "ordinary money orders" all be amended as "money order" :
The amount of money order and telegraphic money order (hereinafter referred to generally as postal money order) shall be fifty thousand yen or under for an order.
Article 17 shall be amended as follows:
Article 17.(Fees for postal money orders.) The fees for the postal money order shall be as follows for an order:
1. Money order:
 Up to \1,000 \30
 Up to \3,000, but over \1,000 \40
 Up to \5,000, but over \3,000 \50
 Up to \10,000, but over \5,000 \65
 Up to \20,000, but over \10,000 \85
 Up to \30,000, but over \20,000 \105
 Up to \40,000, but over \30,000 \125
 Up to \50,000, but over \40,000 \145
2. Telegraphic money order: The total amount obtained by adding the sum as provided for by Ministerial Ordinance on the basis of fee concerning telegraph to the fees of money orders.
With respect to postal money order, the maximum amount of which is raised in accordance with the provision of the proviso to paragraph 1 of the preceding Article, the fees therefor shall be in conformity with the instances mentioned in the preceding paragraph, considering that the money order has been issued for every fifty thousand yen or fraction thereof.
The fees for postal money orders shall be paid at the time when the cash is submitted to the post office by the remitter in accordance with the provision of Article 8 or Article 9.
In Article 19 paragraph 1 item (2), "an ordinary money order" shall be amended as "a money order" ;and in item (3) of the same paragraph, "ordinary money order" shall be amended as "money order" .
Article 21 paragraph 1 item (1) shall be amended as follows, and in paragraph 2 of the same Article, "ten yen" shall be amended as "twenty yen" :
1. When the telegraphic money order has been lost;
"Chapter 2. Ordinary Money Order" shall be amended as "Chapter 2. Money Order" .
In. Article 25 paragraph 1, "an ordinary money order" shall be amended as "a money order" .
In Article 26 paragraph 1, "Paragraph 4 of Article 17" shall be amended as "Article 17 paragraph 3" and paragraph 2 of the same Article shall be deleted.
Article 27 shall be amended as follows:
Article 27.(Correction of description in money order, etc.) Correction of description in a money order or cancellation of designation of paying post office shall be made by the post office at the request of a remitter.
Article 28 paragraph 3 shall be deleted.
Article 29 shall be amended as follows:
Article 29. Deleted.
Article 30 paragraph 2 shall be amended as follows:
For the treatment under the provision of the preceding paragraph, the remitter shall pay the fee provided for by Ministerial Ordinance on the basis of the fee concerning mail or telegram.
In Article 31 paragraph 1, "the ordinary money order" shall be amended as "the money order" ;and in paragraph 3 of the same Article, "Paragraph 3 of Article 27" shall be amended as "the provision of paragraph 2 of the preceding Article" .
In Article 32 paragraph 2, "lost," shall be deleted;and in paragraph 3 of the same Article, "ten yen" shall be amended as "twenty yen" .
In Article 33 paragraph 1, "the ordinary money order" shall be amended as "the money order" , and paragraph 2 of the same Article shall be deleted.
In Article 34 paragraph 2, "Paragraph 3 of Article 27" shall be amended as "Article 30 paragraph 2" .
Article 36 shall be amended as follows:
Article 36.(Correction of description in application for issue.) The post office where a remitter has submitted cash under the provision of Article 9 shall, when the request for correction has been filed by the remitter, correct description in the application for issue or notify the paying post office to the effect that the request for correction has been made, by mail or telegraph after the designation by the remitter.
The paying post office shall, on receiving the notification under the preceding paragraph, correct description in the application for issue. However, if the amount of money order has been paid already, the post office shall only inform the remitter to that effect.
To the treatment of notification as provided for in paragraph 1, the provision of Article 30 paragraph 2 shall apply mutatis mutandis.
"Chapter 4. Postal Order" shall be deleted.
Article 37 shall be amended as follows:
Article 37.(Suspension of payment.) When the request for suspension of payment of the amount of money order has been filed by a remitter of a telegraphic money order, the post office shall suspend the payment of the amount of money order or notify the paying post office to the effect that the request for suspension of payment has been made, by mail or telegraph after the designation by the remitter.
The paying post office, having received the notification under the preceding paragraph, shall not pay the amount of money order. However, if the amount of money order has been paid already, the post office shall only inform the remitter to that effect.
In case the request for release of suspension of payment of the amount of money order has been made to a post office which is not the paying post office, it shall notify the paying post office to the effect that the request for release has been made, by mail or telegraph after the designation by the remitter.
To the treatment of notification mentioned in paragraph 1 and the preceding paragraph, the provision of Article 30 paragraph 2 shall apply mutatis mutandis.
Article 38 shall be amended as follows:
Article 38.(Applicable provisions.) With regard to the telegraphic money order, the provisions of Article 28 and Article 30 to Article 33 inclusive shall apply mutatis mutandis. In this case, "Article 8" as mentioned in Article 28 paragraph 1, Article 30 paragraph 1 and Article 32 paragraph 1 shall read "Article 9" .

For the alteration of paying or repaying office under the provision of Article 33 w applies mutatis mutandis in paragraph 1, remitter or payee shall pay ten yen as fee.
Supplementary Provisions:
1 This Law shall come into force as from Nov ber 1, 1951.
2 The ordinary money order or postal order, amount of which has not been paid by the t of the enforcement of this Law, shall be rega ed as the money order under the provisions this Law.
