Law for Partial Amendments to the Hokkaido Development Law
The Hokkaido Development Law (Law No.126 of 1950) shall be partially amended as follows:
Article 11 and Article 12 shall be made Article 17 and Article 18 respectively;and the following six Articles shall be added next to Article 10:
(Local Branch Office)
Article 11. The Hokkaido Development Agency shall have a Hokkaido Development Bureau as a local branch office.
(Functions of Hokkaido Development Bureau)
Article 12. The Hokkaido Development Bureau shall administer the affairs in Hokkaido enumerated below, in addition to a part of the affairs concerning the research of the development program:
(1) Execution of the works under the jurisdiction of the Ministry of Agriculture and Forestry, the Ministry of Transportation and the Ministry of Construction, among those under the direct jurisdiction of the State to be defrayed from the public work expenses (excluding expenses relating to the beacon and others prescribed by Cabinet Order);
(2) Construction and repair of building to be defrayed from the National Treasury (excluding the construction and repair of field service buildings belonging to the Postal Services Special Account, Telecommunication Services Special Account and Post Office Life Insurance and Annuities Special Account, the construction and repair of prisons executed by employing convicts, the construction and repair for the rehabilitation and improvement of schools, and the construction and repair of building not costing more than one million yen per unit of work), construction works entrusted by public entities, the Japanese National Railways or the Japan Monopoly Corporation, processing of construction materials and repair of machine for construction work.
2 With respect to the affairs mentioned in each item of the preceding paragraph, the competent Minister charged with the affairs concerned shall direct and supervise the Chief of the Hokkaido Development Bureau exclusively.

Article 13. The Hokkaido Development Bureau shall be in Sapporo City.
Article 14. The Hokkaido Development Bureau shall have four divisions enumerated below, in addition to the Chief's Secretariat:
Construction Division
Agriculture and Fishery Division
Harbour Division
Building and Repairs Division
2 The Hokkaido Development Bureau shall have a Deputy Chief.
3 The Deputy Chief shall assist the Chief of the Bureau and administer the affairs of the Bureau.
4 Other than those provided for in the preceding three paragraphs, the details of the organization of the internal sub-divisions of the Hokkaido Development Bureau shall be provided for by Prime Minister's Office Ordinance.
(Development Construction Division and Flood Control Office and Other Construction Work Offices)
Article 15. For the purpose of administering a part of the affairs provided for in each item of Article 12 paragraph 1, the Development Construction Divisions and the Flood Control Offices and other construction on work offices shall be established in the required places.
2 The names, locations, jurisdictional areas, scope of responsibilities and internal organization of the Development Construction Division and Flood Control Office and the construction work offices shall be provided for by Prime Minister's Office Ordinance.
(Organs Attached to the Hokkaido Development Bureau)
Article 16. The Hokkaido Development Bureau shall have the attached organs as enumerated in the left column of the following table, with purpose of establishment as stated in the right column respectively:

2 The internal organization of the attached organs prescribed in the preceding paragraph shall be provided for by Prime Minister's Office Ordinance.
Supplementary Provisions:
1 This Law shall come into force as from July 1, 1951.
2 The Ministry of Construction Establishment Law (Law No.113 of 1948) shall be partially amended as follows:
In Article 2, "and the Building and Repairs Branch Office" shall be deleted.
Article 14 shall be amended as follows:
Article 14. Deleted.
In Article 15, "or the Building and Repairs Branch Office" shall be deleted.
3 The Law for the Fixed Number of Personnel in the Administrative Organs (Law No.126 of 1949) shall be partially amended as follows:
