Law for Partial Amendments to the Law for Business of Massage, Acupuncture, Moxa-Cautery, Judo-Orthopaedy, etc.
The Law for Business of Massage, Acupuncture, Moxa-Cautery, Judo-Orthopaedy, etc.(Law No.217 of 1947) shall be partially amended as follows:
The title shall be amended as follows:
Law for Masseurs, Acupuncturists, Moxa-Cauterists and Judo-Orthopaedists
In Article 2 paragraph 1, "an accredited school or training institution" shall be amended as "a school authorized by the Minister of Education or a training institution authorized by the Minister of Welfare" .
Article 7 shall be amended as follows:
Article 7. Concerning the business of Massage, Acupuncture, Moxa-Cautery or Judo-Orthopaedy, or place of its treatment, any one shall advertise nothing by any method except the matters specified in the following items:
(1) That he or she is a treater and his or her name and address;
(2) Kinds of business provided for in Article 1;
(3) Name of place of treatment, telephone number and matters denoting its location;
(4) Day or time of the treatment;
(5) Other matters designated by the Minister of Welfare.
In case any one advertises the matters mentioned in items (1) to (3) inclusive of the preceding paragraph, the contents of that advertisement shall not extend over the matters of treater's technical ability, method of treatment or his or her career.
Article 13 shall be amended as follows:
Article 13. The Central Council on Massage, Acupuncture, Moxa-Cautery and Judo-Orthopaedy (hereinafter referred to as "the Central Council" ) under the supervision of the Minister of Welfare shall be established in the Ministry of Welfare to make investigation and deliberation, in response to the request of the Minister of Welfare, on important matters concerning the authorization of training institutions provided for in Article 2 paragraph 1, and the designation provided for in Article 7 paragraph 1 item (5).
The Central Council shall make investigation and deliberation on important matters concerning the authorization of schools provided for in Article 2 paragraph 1, in addition to those provided for in the preceding paragraph, in response to the request of the Minister of Education.
The Local Council on Massage, Acupuncture, Moxa-Cautery and Judo-Orthopaedy (hereinafter referred to as "the Local Council" ) under the supervision of the governor of To, Do, Fu or prefecture shall be established in each of To, Do, Fu and prefectures to make investigation and deliberation, in response to the request of the governor of To, Do, Fu or prefecture, on important matters concerning the examination provided for in Article 2 paragraph 1, the indication provided for in Article 8 paragraph 1 and the disposition provided for in Article 11 paragraph 2.
Necessary matters concerning the Local Council, such as its organization, the term of office of its members, etc., shall be determined by the governor of To, Do, Fu or prefecture.
In Article 18, "until December 31, 1948" shall be amended as "for the time being" .
In Article 20, "Committees provided for in Article 13" shall be amended as "The Central Council or the Local Council" .
Supplementary Provisions:
1 In this Law the amended parts of Article 7 shall come into force as from the day when six months have elapsed reckoning from the day of promulgation of this Law and the rest shall come into force as from the day of promulgation of this Law.
2 The Ministry of Welfare Establishment Law (Law No.151 of 1949) shall be partially amended as follows:
In the table of Article 29 paragraph 1, the paragraph concerning "The Central Council on Practices of Massage, Acupuncture, Moxa-Cautery and Judo-Orthopaedics" shall be amended as follows:

To make investigation and deliberation, in response to the request of the Minister of Welfare, on important matters concerning the authorization of training institutions provided for in Article 2 paragraph 1 of the Law for Masseurs, Acupuncturists, Moxa-Cauterists and Judo-Orthopaedists (Law No.217 of 1947) and the designation provided for in Article 7 paragraph 1 item (5) of the same Law, and besides, in response to the request of the Minister of Education, to make investigation and deliberation on important matters concerning the authorization of schools provided for in Article 2 paragraph 1 of the same Law.
3 The Daily Life Security Law (Law No.144 of 1950) shall be partially amended as follows:
In Article 34 paragraph 3, "The Law for Business of Massage, Acupuncture, Moxa-Cautery, Judo-Orthopaedy, etc." shall be amended as "The Law for Masseurs, Acupuncturists, Moxa-Cauterists and Judo-Orthopaedists" .
