Law for Partial Amendments to the Law concerning the Enforcement of the Law for Certification of Educational Personnel
Law concerning the Enforcement of the Law for Certification of Educational Personnel (Law No.148 of 1949) shall be partially amended as follows:
In the Right Column of item (9) of the Table of Article 1 paragraph 1, "2nd-class regular certificate for teachers of kindergartens" shall be amended as "2nd-class regular certificate for teachers of kindergartens and temporary certificate for teachers of elementary schools" .
In the same Article, the following two paragraphs shall be added:
3 Those who are regarded as having the certificates for teachers mentioned in the Right Column of the Table of paragraph 1, under the provisions of the same paragraph, shall have the respective certificates for teachers mentioned in the Right Column concerned.
4 The issuance of certificate under the preceding paragraph shall be regarded as the reissuance of certificates provided for in Article 15 of the Law for Certification of Educational Personnel.
In the Left Column of item (3) of the Table of Article 2 paragraph 1, "(including those prescribed by Ministry of Education Ordinance as equivalent to them)" shall be added at the end.
In the Right Column of item (7) of the same Table, "and lower secondary schools" shall be amended as "the lower secondary and the upper secondary schools" .
The following two items shall be added next to item (7)-2 of the same Table:

Those who have certificate for teachers of special subjects at national elementary school under the former National Elementary School Ordinance and who have the competent authorities'credentials of their having successful teaching experience of five years or more as teachers of lower secondary schools (including teachers of schools under the former Ordinance prescribed by Ministry of Education Ordinance).
2nd-class regular certificates for teachers of elementary schools and lower secondary schools.

Those who have certificate for teachers of the primary course of national elementary schools under former National Elementary School Ordinance and who have competent authorities'credentials of their having successful teaching experience of five years or more as teachers of elementary schools (including teachers of schools under former Ordinance prescribed by Ministry of Education Ordinance).
2nd-class regular certificates for teachers of kindergartens and elementary schools.
In the Left Column of item (9) of the same Table, "on March 31, 1948" shall be amended as "between March 1, 1947, and March 31, 1948" .
In Left Column of item (14) of the same Table, "(excluding those who are mentioned in the Left Column of item (20)-3 of this Table)" shall be added at the end.
Item (20) of the same Table shall be amended as follows:

(a) Those who have the qualifications for 1st-class service radio operator under the provisions of Article 40 of the Radio Law (Law No.131 of 1950)(hereinafter referred to as "1st-class service radio operator" ) or for 1st-class technical radio operator under the same provisions (hereinafter referred to as "1st-class technical radio operator" ).
Temporary certificates for tepchers of lower secondary schools and upper secondary schools.
(b) Those who have the qualifications for 2nd-class service radio operator or 2nd-class technical radio operator under the provisions of Article 40 of the Radio Law and who have actual working experience of two years or more in radio communication (including the teaching experience as teachers of schools prescribed by Ministry of Education Ordinance;the same shall apply to the cases of item (20)-2 (b), item (20)-4 and item (20)-5 and who are recognized to be well skilled therein.(As for those who are required to have teaching experience, they shall have the competent authorities'credentials of their successful service;the same shall apply to the cases of item (20)-2 (b), item (20)-4 and item (20)-5) ditto

(a) Those who have completed the three years'course of the former Radio Telegraph Training Institute under the Regulations governing the Organization of former Radio Telegraph Training Institute (Imperial Ordinance No.274 of 1942), the Telecommunication Officials Training Institute under the Regulations governing the Organization of former Board of Communications (Imperial Ordinance No.831 of 1943) and the Higher Telecommunication Personnel Training Institute under the Regulations governing the Organization of Telecommunication Personnel Training Institute (Imperial Ordinance No.135 of 1945).
2nd-class regular certificates as teachers of lower secondary schools and upper secondary schools.
(b) Those who have the qualifications for 1st-class service radio operator or 1st-class technical radio operator and who have actual working experience of three years or more in radio communication and who are recognized to be well skilled therein. ditto

Those who have the certificate of sea-art for A-class 2nd-grade sailor under the provisions of Article 3 of the Ship Officials Law (Law No.68 of 1896)(hereinafter referred to as "A-class 2nd-grade sailor" ) or for A-class 2nd-grade engineer under the same provisions (hereinafter referred to as "A-class 2nd-grade engineer" ).

Those who have the certificate of sea-art for A-class 2nd-grade sailor or A-class 2nd-grade engineer and who have actual working experience on board of five years or more and who are recognized to be well skilled therein.
2nd-class regular certificates for teachers of lower secondary schools and upper secondary schools.

Those who have graduated from the Nautical College and Pelagic Fisheries Department of Hakodate Fisheries College (including Pelagic Fisheries Department of Hakodateate Higher Fisheries School) under the former College Ordinance and First Fisheries Training Institute (including Pelagic Fisheries Department of Fisheries Training Institute and Pelagic Fisheries Department of First Fisheries Training Institute) under the former Regulations governing the Organization of Fisheries Training Institute (Imperial Ordinance No.47 of 1897) and who have the certificate of sea-art for A-class 1st-grade sailor or A-class 1st-grade engineer under the provisions of Article 3 of the Ship Officials Law, have the actual working experience on board of three years or more and are regarded to be well skilled therein.

In the Right Column of item (24) of the same Table, "2nd-class regular certificate for teachers of kindergartens" shall be amended as "2nd-class regular certificate for teachers of kindergartens and temporary certificate for teachers of elementary schools" .
Item (25) of the same Table shall be amended as follows:

(a) Those who are regarded as having or who may be given the 1st-class or 2nd-class regular certificates for teachers in accordance with the provisions of the preceding Article, this Article or Article 7 and who have the competent authorities'credentials of their having successful working experience of three years or more in case of 1st-class regular certificate and ten years or more in case of 2nd-class regular certificate as educational personnel (including the principals and teachers of schools, chiefs of educational facilities other than schools and those engaged in educational activities at such facilities, who are prescribed by Ministry of Education Ordinance as equivalent to them;hereinafter the same in the cases of items (26) to (28) inclusive) or the officials of national or local government offices or of private schools who take charge of educational affairs, and who have the competent authorities'credentials of their having successful teaching experience.
Temporary certificate for principals.
(b) Those who come under neither item (26) nor item (27) of this Table (excluding those who are referred to in (a)) and who are actually holding the position of principal at the time of the enforcement of this Law. ditto
(c) Those who are holding the position of principal of Mercantile Marine Upper Secondary School provided for in Article 9 of the National School Establishment Law (Law No,150 of 1949) as of April 1, 1951. ditto
In the Left Column of item (29) of the same Table, "superintendents, or first and second class officials of national or local government offices," shall be amended as "superintendents or first or second class officials of national government offices or officials of local government offices, or officials equivalent to them" .
In the Left Column of item (30) of the same Table, "or first or second class officials of national or local government offices" shall be amended as "first or second class officials of national government offices or officials of local government offices or officials equivalent to them" .
The following one item shall be added next to the Left Column of item (31) of the same Table:
(d) Those who have taken charge of the subjects related to education for five years or more as teachers of universities (including teachers of schools under the former Ordinances prescribed by Ministry of Education Ordinance as equivalent to them) and who have the competent authorities'credentials of having successful teaching experience.
In the principal text of Article 7 paragraph 1, "principals or teachers of schools under the former ordinance who are prescribed by the Ministry of Education Ordinance, and" shall be amended as "principals and teachers of schools who are prescribed by Ministry of Education Ordinance, the chiefs of educational facilities, other than schools, prescribed by Ministry of Education Ordinance and those who are engaged in education in such facilities, and" .
In Article 8, "(excluding those who are regarded as having the certificate, or who have given them in accordance with the provisions of Articles 1, 2 or 7)" shall be amended. as "(excluding those who, under the provisions of Article 1 paragraph 3, Article 2 or 7, have been delivered or have received the certificate)" , and "until March 31, 1951" as "until March 31, 1952" , and the following one paragraph shall be added to the same Article:
2 Those who are, as of March 31, 1951, teachers of Mercantile Marine School under the former provisions provided for in Article 98 of the School Education Law may, regardless of the provisions of Article 3 paragraph 1 of the Certification Law, continue to be teachers of Mercantile Marine Upper Secondary School provided for in Article 9 of the National School Establishment Law until March 31, 1952.
Paragraphs 3 and 4 of the Supplementary Provisions shall be deleted, and in paragraph 5 of the Supplementary Provisions, "until March 31, 1956" shall be amended as "until March 31, 1961" , and the same paragraph shall be made paragraph 3 of the Supplementary Provisions.
Supplementary Provision:
This Law shall come into force as from April 1, 1951.
