The Law for Certification of Educational Personnel (Law No.147 of 1949) shall be partially amended as follows:
In Article 2 paragraph 2, "the immediate governing body of the institute" shall be amended as "the president of the university" .
In Article 4 paragraph 6 item (1), "Commerce and Fishery" shall be amended as "Commerce, Aquatic Products and Mercantile Marine" , and in items (1) and (2) of the same paragraph of the same Article, "and Foreign Languages (English, German, French and others)" shall be amended as ", Foreign Languages (to be divided into the English, German, French and others) and Religion" .
In Article 7, "'Semmon-Gakko'provided for in paragraph 1 of Article 98 of the School Education Law" shall be deleted, and the following one paragraph shall be added to the same Article:
2 In cases where the competent authorities issue the authentication according to the provisions of the preceding paragraph, the said office shall ask the opinion of the principal of the school concerned, if the authentication is to be issued by the president of a university as such competent authorities at the request of a teacher of the national or public school attached to the university.
In Article 9 paragraph 1, "(excluding national or public schools in regard to the certificates for teachers of lower secondary schools and upper secondary schools in the subject area of religion;hereinafter the same in this Article)" shall be added next to "all prefectures" .
In Article 18, "foreign countries" shall be amended as "foreign countries (areas excluding Honshu, Hokkaido, Shikoku, Kyushu, and their attached islands designated by Ministry of Education Ordinance;hereinafter the same in this Article)" .
Paragraphs 2 and 3 of the Supplementary Provisions shall be deleted, paragraph 4 of the Supplementary Provisions shall be made paragraph 2 and its subsequent paragraphs shall be renumbered accordingly.
Paragraph 8 of the Supplementary Provisions shall be made paragraph 6 and the following Remarks shall be added to the Table of the same paragraph:
The following two paragraphs shall be added next to the same paragraph:
7 The term of validity of the emergency certificate may be made two years (three years in regard to To, Do, Fu or prefecture where special circumstances exist, to be specified by Cabinet Order) for the time being by Regulations of the Prefectural Board of Education or the Prefecture through mutual agreement of the board of education of To, Do, Fu or prefecture and the governor of To, Do, Fu or prefecture, regardless of the provisions of Article 9 paragraph 3, only in those cases where it is impossible for a considerable length of time to employ those who have the regular certificate of temporary certificate.
8 The certificate for assistant school-nurses may be given to those who have been certificated as B-class nurses (hereinafter referred to as "certification of B-class nurses" ) under the Public Health Nurse, Midwife and Nurse Law (Law No.203 of 1948) and those who come under the provisions of Article 53 of the same Law, but not under the provisions of Article 5 paragraph 1 item (2).
In Remarks 1 of Annexed Table 1, "college which is mentioned in item (1) of Article 98 of School Education Law" and "a pupil and" shall be deleted;in Remarks 2 of the same Table, "(limited to the course established in 1950)" shall be added next to "a separate course of a university" ;in Remarks 3 of the same Table, "and Foreign Language" shall be amended as "Foreign Languages and Religion" ;and the following two items shall be added to Remarks of the same Table:
4 Five credits out of twenty which are the minimum credits in university concerning "Professional Subjects" in the "Special Subjects" specified in this Table in the sections of 1st-class regular certificate for teachers of lower secondary schools and 2nd-class regular certificate for teachers of upper secondary schools, may for the time being be obtained in the special subjects related to the teaching subjects of the certificate concerned.
5 In the case of issuing certificate for the teaching subject of Music and Drawing-Handicraft for teachers of lower secondary schools and for Music, Drawing, Handicraft, Calligraphy, Agriculture, Industry, Commerce, Aquatic Products and Mercantile Marine for teachers of upper secondary schools, the credits up to half (this shall be counted by including the number of credits allowed to get relating to special subjects in the teaching subjects pertaining to the certificate concerned under the preceding item) of the minimum credits to be acquired at university concerning "Professional Subjects" in the "Special Subjects" specified in this Table in the sections of the certificates for teachers of lower secondary schools and upper secondary schools, may be obtained in the special subjects related to the teaching subject of certificate concerned.
In the column of basic qualifications of Annexed Table 3, "(Law No.203 of 1948)" shall be deleted, "To have graduated from an upper secondary school, to have been certificated as B-class nurses (hereinafter referred to as certification of B-class nurses)" shall be amended as "To have been certificated as B-class nurses or to come under Article 53 of the Public Health Nurse, Midwife and Nurse Law" .
The following one item shall be added to Remarks of Annexed Table 4:
4 Teachers of schools referred to in the First Column shall include those engaged in teaching activities at educational facilities, other than schools prescribed by Ministry of Education Ordinance as equivalent to them, and the certifying competent authorities shall be designated by Ministry of Education Ordinance.
In the Second Column of Annexed Table 5, "shown in next item" shall be amended as "for teachers of lower secondary schools or upper secondary schools for respective practices listed in the First Column" .
In the Second Column of Annexed Table 6, the following one item shall be added next to (b):
(b)-2 To come under Articles 51, and 53 of the Public Health Nurse, Midwife and Nurse Law.
In the Fourth Column of the section of 1st-class regular certificate for teachers of schools for the blind, for the deaf and for the otherwise handicapped of Annexed Table 7, "6" shall be inserted.
Remarks of the same Table shall be amended as follows:
