I hereby promulgate the Law for Partial Amendments to the Agricultural Mutual Aid Reinsurance Special Account Law.

Law for Partial Amendment to the Agricultural Mutual Aid Reinsurance Special Account Law
The Agricultural Mutual Aid Reinsurance Special Account Law (Law No.11 of 1944) shall be partially amended as follows:
In Article 2, "the Agriculture sub-account," shall be amended as "the Reinsurance Money Payment Fund sub-account, the Agriculture sub-account," .
Next to Article 2, the following one Article shall be added:
Article 2-(2). In the Reinsurance Money Payment Fund sub-account, the revenues shall consist of receipts from the General Account and the Agriculture sub-account, and interest receipts accrued in connection with the operation thereof, and the expenditures shall consist of transfers to the Agriculture sub-account.
The receipts from the General Account under the provisions of the preceding paragraph shall be transferred, as prescribed in the budget, as the fund to cover the shortage of fund for payment of reinsurance money in the Agriculture sub-account in connection with the occurrence of extraordinary calamity concerning the agricultural products mutual aid and the silkworms and cocoons mutual aid.
The transfers to the Agriculture sub-account under the provision of paragraph 1 shall be transferred, as prescribed in the budget, for covering the shortage of fund for payment of reinsurance money in the said sub-account in connection with the occurrence of extraordinary calamity concerning the agricultural products mutual aid and the silkworms and cocoons mutual aid.
In Article 3, "the General Account and the Special Account for Foodstuff Control," shall be amended as "the General Account, the Special Account for Foodstuff Control and the Reinsurance Money Payment Fund sub-account," .
Article 6 shall be amended as follows:
Article 6. In case there arises any surplus in the settlement of accounts in the Reinsurance Money Payment Fund sub-account, it shall be transferred to the revenues of the following fiscal year.
In case there arises any surplus in the settlement of accounts in the Agriculture sub-account, it shall be transferred to the Reinsurance Money Payment Fund sub-account up to the sum total of the transfers that have been made in and before the fiscal year concerned from the Reinsurance Money Payment Fund sub-account (in case there is any amount of transfer that has been made from the same sub-account to the Reinsurance Money Payment Fund sub-account in and before the preceding fiscal year, the amount equivalent to the amount excluding the sum total of the said amount) to the same subaccount from the Reinsurance Money Payment Fund sub-account, and if there is any remainder, it shall be accumulated as the accumulated fund of the Agriculture sub-account.
In case there arises any surplus in the settlement of accounts in the Livestock sub-account, it shall be accumulated as the accumlated fund of the said sub-account.
In case there arises any shortage on the settlement of accounts in the Agriculture sub-account or the Livestock sub-account, it shall be covered by the accumulated fund of the sub-account concerned.
Article 6-(2). In case the surplus in the Agriculture sub-account has been transferred to the Reinsurance Money Payment Fund sub-account in accordance with the provision of paragraph 2 of the preceding Article, if the amount of the said transfer does not amount to the amount equivalent to the sum total of receipts from the Reinsurance Money Payment Fund sub-account up to the same fiscal year (in case there is any amount equivalent to the amount of transfer that has been made in and before the preceding fiscal year from the Agriculture sub-account to the Reinsurance Money Payment Fund sub-account, the amount excluding the sum total of the same amount, the amount up to the same balance shall be transferred to the Reinsurance Money Payment Fund sub-account from the accumulated fund of the Agriculture sub-account (in case, in the settlement of accounts of the fiscal year concerned, there is any amount to be covered in accordance with the provisions of paragraph 4 of the preceding Article and Article 7 paragraph 2, it means the accumulated fund after the same amount has been covered therefrom).
In Article 9 paragraph 2, next to "temporary borrowings" shall be added "and/or diversion of the cash belonging to the Reinsurance Money Payment Fund sub-account" ;and in paragraph 3 of the same Article, next to "The temporary borrowings" shall be added "and/or the diverted money" .
Supplementary Provision:
This Law shall come into force as from April 1, 1951.
