Law for Partial Amendments to the Social Education Law
The Social Education Law (Law No.207 of 1949) shall be partially amended as follows:

Chapter II. Social Education Directors and Social Education Assistant Directors(Articles 9-(2)-9-(5))
", Chapter II shall be made Chapter III, and the numbering of the following Chapters shall be changed accordingly.
The following one Chapter shall be added next to Chapter I:
Chapter II Social Education Directors and Social Education Assistant Directors
(Establishment of Social Education Directors and Social Education Assistant Directors)
Article 9-(2) The Prefectural Board of Education shall have in its Secretariat one or more Social Education Directors and Social Education Assistant Directors.
2 The Board of Education of a city, town or village may have in its Secretariat one or more Social Education Directors and Social Education Assistant Directors.
(Duties of Social Education Directors and Social Education Assistant Directors)
Article 9-(3) The Social Education Directors shall give to those who execute social education advice and guidance, both professional and technical. They shall not, however, give any orders to, or take control of the latter.
2 The Social Education Assistant Directors shall assist Social Education Directors in their duties.
(Qualifications of Social Education Directors)
Article 9-(4) Persons falling under any of the following items shall be qualified for Social Education Directorship:
(1) Those who have studied in universities for two or more years, obtained 62 or more credits, served for three or more years as Social Education Assistant Directors or for any office related with social education designated by the Minister of Education in government or public agencies or in organizations relating to social education, and have as well completed the Training Course for Social Education Directors provided for in Article 9-(5);
(2) Holder of the regular certificate for educational personnel who have served in educational profession for five or more years and completed the Training Course for Social Education Directors provided for in Article 9-(5);
(3) Those who have studied in universities for two or more years, obtained 62 or more credits, and also obtained in universities such credits for subjects pertaining to social education as are provided for by Ministry of Education Ordinance, and have as well served for one year or more as Social Education Assistant Directors.
(Training Course for Social Education Directors)
Article 9-(5) The Training Course for Social Education Directors shall be conducted by universities providing subjects pertaining to education or maintaining faculty of education, which are entrusted to do so by the Minister of Education.
2 The subjects to be studied, credits to be taken and other necessary matters concerning the Training Course for Social Education Directors shall be prescribed by Ministry of Education Ordinance.
Chapter II shall be made Chapter III and the numbering of the following Chapters shall be changed accordingly.
Supplementary Provision:
1 This Law shall come into force as from the day of the enforcement of the Law for Partial Amendments to the Law for the Special Regulations concerning Educational Public Service (Law No. of 1951).
2 As to the application of the provision of Article 9-(4) of the Social Education Law, as amended, those who have graduated from or finished universities, the preparatory course of universities, the higher course of high schools, colleges and teacher training schools under the former University Ordinance (Imperial Ordinance No.388 of 1918), the former Higher School Ordinance (Imperial Ordinance No.389 of 1918), the former College Ordinance (Imperial Ordinance No.61 of 1903) or the former Regulations governing the Organization of Teacher Training Schools (Imperial Ordinance No.208 of 1946), as well as such schools of similar nature as may be provided for by Ministry of Education Ordinance, shall be regarded as having studied for two or more years and obtained 62 credits or more in universities.
3 In case of cities, towns and villages where no Boards of Education have yet been established at thet time of the enforcement of this Law, "The Board of Education of a city, town or village.... in its Secretariat" in Article 9-(2) paragraph 2 of the Social Education Law, as amended, shall read: "Cities, towns and villages.... as assisting agents to their mayors." , pending the establishment of the Board of Education.
4 The Social Education Directors and Social Education Assistant Directors to be placed in the city, town or village of the preceding paragraph as assisting agents to their mayors shall be appointed by the mayor of the city, town or village concerned, pending the establishment of the Board of Education.
5 At the time of the enforcement of this Law, those serving under the former provisions as the first or second-class Social Education Directors (including the first or second-class officers of the Secretariat of the prefectural Board of Education performing duties that correspond to the former's), and officers of a city, town or village performing duties that correspond to the former's, shall, notwithstanding the provision of Article 9-(4) of the Social Education Law, as amended, be qualified for Social Education Directorship for three years following the enforcement of this Law.
6 Persons meeting all of the requirements mentioned in each of the following items, shall, notwithstanding the provision of Article 9-(4) of the Social Education Law, as amended, be qualified for the time being for Social Education Directorship:
(1) Having served for 10 or more years in educational, social or child-welfare work, or any other work related to social education designated as such by the Minister of Education;
(2) Being aged 35 or above;
(3) Having been approved by the prefectural Boards of Education that may provide a list of applicants for Social Education Directorship as having personality and knowledge adequate for assuming Social Education Directorship.
7 At the time of the enforcement of this Law, persons qualified for Social Education Directorship under the provision of paragraph 5 shall be regarded as having assumed Social Education Directorship, unless official appointment is made separately.
8 At the time of the enforcement of this Law, persons serving in the third-class Social Education Directorship under the former provision shall be regarded as having assumed Social Education Assistant Directorship, unless official appointment is made separately.
