Law for Construction of Matsue International Sightseeing and Cultural City
(Purpose)
Article 1. The purpose of this Law is to construct Matsue as an international sightseeing and cultural city in view of its beautiful scenery as well as the cultural properties it possesses which are indispensable to understanding rightly the history and culture, etc. of our country and the global fame it enjoyed through the pen of Lafcadio Hearn (Koizumi Yakumo) and to contribute to economic rehabilitation of our country as well as to realization of the ideal of world everlasting peace by mean of elevating international culture through developing the maintaining the sightseeing resources and through fully establishing cultural sightseeing facilities.
(Planning and Enterprise)
Article 2. The city planning for the construction of the International Sightseeing and Cultural City of Matsue (hereinafter referred to as the "Matsue International Sightseeing and Cultural City Construction Planning" ) shall include the planning to provide facilities suitable as an international sightseeing and cultural city besides the city planning as provided for in Article 1 of the ty Planning Law (Law No.36 of 1919).
2 The enterprise to construct the International Sightseeing and Cultural City of Matsue (hereinafter referred to as the "Matsue International Sightseeing and Cultural City Construction Enterprise" ) shall execute the Matsue International Sightseeing and Cultural City Construction Planning.
(Execution of the Enterprise)
Article 3. The Mayor of the City of Matsue shall execute the Matsue International Sightseeing and Cultural City Construction Enterprise.
2 The Mayor of the City of Matsue shall make constant activity living up to the spirit of local autonomy for completing the Matsue International Sightseeing and Cultural City with cooperation of its inhabitants and aid of various organs concerned.
(Aid to the Enterprise)
Article 4. The state and the organs concerned of the local public entities shall, in view of the importance of the purpose, mentioned in Article 1, of the Matsue International Sightseeing and Cultural City Construction Enterprise, render every possible aid to furtherance and completion of the enterprise.
(Special Subvention)
Article 5. When it is deemed necessary for the use of the Matsue International Sightseeing and Cultural City Construction Enterprise, the state may transfer the common property, regardless of the provision of Article 28 of the National Property Law (Law No.73 of 1948) to the public entity which shall bear the expenses necessary for execution of the enterprise.

Article 6. The executors of Matsue International Sightseeing and Cultural City Construction Enterprise shall make efforts to expedite the completion of the enterprise and shall submit the report on its progress to the Minister of Construction every six months.
2 The Prime Minister shall report to the Diet once every year on the state of construction of the Matsue International Sightseeing and Cultural City Construction Enterprise.
(Application of Law)
Article 7. Unless otherwise provided for by this Law, the City Planning Law shall be applicable to the Matsue International Sightseeing and Cultural City Planning and the Matsue International Sightseeing and Cultural City Construction Enterprise.
Supplementary Provisions:
1 This Law shall come into force as from the day of its promulgation.
2 The Matsue City Planning Enterprise under execution at the time of enforcement of this Law shall be deemed to be the Matsue International Sightseeing and Cultural City Construction Enterprise.
3 This Law shall be referred to the plebiscite of the inhabitants of the City of Matsue, in accordance with the provision of Article 95 of the Constitution of Japan.
