Law for Partial Amendments to the Horseshoers'License Law
The Horseshoers'License Law (Law No.89 of 1940) shall be partially amended as follows:
Article 1 paragraph 2 items (2) and (3) shall be deleted;in item (4) of the same paragraph, "a vocational school or vocational college" shall be amended as "an upper secondary school or university" and the same item shall be made item (2);and item (5) shall be made item (3).
Articles 6 and 7 shall be amended as follows and Article 8 shall be deleted:
Article 6. Any horseshoer shall annually report to the Minister of Agriculture and Forestry by January 31 his name and address, and other items provided for by order as of December 31 of the previous year, through the governor of To, Do, Fu or prefecture under whose jurisdiction his place of address is located.
Article 7. Deleted.
In Article 9 paragraph 2, "or in case he violates the provisions of this Law" shall be added next to "in case any horseshoer comes under any one of the items of Article 3" , the same Article shall be made Article 8, and the following one Article shall be added next to the same Article:
Article 9. In order that the competent Minister may take action in accordance with the provision of paragraph 2 of the preceding Article, he shall hold a public hearing, notifying in advance the date, place and cause of that action to the horseshoers concerned, and give him or his proxy an opportunity to submit evidence and state opinion.
In Article 10, "three hundred yen" shall be amended as "ten thousand yen" , and in Article 11, "one hundred yen" as "five thousand yen" .
The following one paragraph shall be added next to the Supplementary Provisions:
Any person who comes under any one of the following items may obtain the horseshoers'license until December 31, 1953, regardless of the provision of Article 1 paragraph 2:
(1) Any person who is actually a veterinarian at the time of enforcement of the Law for Partial Amendments to the Horseshoers'License Law (Law No.6 of 1951);
(2) Any person who has been qualified for receiving the license of veterinarian accordance with the provision of paragraph 6 of the Supplementary Provisions of the Veterinary License Law (Law No.186 of 1949);
(3) Any person who has graduated from the school recognized in accordance with the provision of paragraph 16 of the Supplementary Provisions of the Veterinary License Law;
(4) Any person who is listed in Article 1 paragraph 2 item (3) or (4) prior to the amendment by the law referred to in item (1).
Supplementary Provision:
This Law shall come into force as from the day of its promulgation.
