However, the annual amount of overseas and dwelling allowances to be paid at the Japanese Overseas Agencies which will be established in accordance with the provisions of Article 2 paragraph 2 shall be, for the time being, the amount fixed by the Minister for Foreign Affairs from 90 to 110 percent inclusive of the amount as mentioned in the items of the annexed table on the basis of the exchange rate of the currency of the country in which the Overseas Agency is established as against the American dollar and the level of commodity prices at the place of establishment thereof.
