I hereby promulgate the Law for Partial Amendments to the Law concerning the Enforcement of the Educational Personnel Certification Law.

Law for Partial Amendments to the Law concerning the Enforcement of the Educational Personnel Certification Law
The Law concerning the Enforcement of the Educational Personnel Certification Law (Law No.148 of 1949) shall be partially amended as follows:
In the table of Article 2 paragraph 1,
"(3)
Those who have graduated from a youth school teachers'training institute under the former Youth School Teachers'Training Institute Ordinance (Imperial Ordinance No.47 of 1935)(hereinafter referred to as "a youth school teachers'training institute" )
Temporary certificates for teachers of elementary schools and lower secondary schools,,
shall be amended as"
(3)
Those who graduated from a youth school teachers'training institute under the former Youth School Teacher's Training Institute Ordinance (Imperial Ordinance No.47 of 1935)(hereinafter referred to as "a youth school teachers'training institute" ) or a continuation school teachers'training institute under the former Continuation School Teachers'Training Institute Ordinance (Imperial Ordinance No.521 of 1920)
2nd-class regular certificates for teachers of lower secondary schools and temporary certificates for teachers of elementary schools and upper secondary schools,,
and"

Those who have graduated from the higher course of a higher school, a college, a youth normal school or a youth school teacher training institute or those who have finished the preparatory course of a university, and who have the competent authorities'credentials of their having successful teaching experience of three years or more as teachers of the corresponding schools mentioned in the right column
2nd-class regular certificates four teachers of elementary schools and lower secondary schools

Those who have certificate for teachers of middle schools and girls'high schools, certificate for teachers of girls high schools, certificate for teachers of vocational schools, certificate for teachers of the higher course and the advanced course of girl's high schools or certificate for teachers of the higher course of higher schools given under the former Teacher Certification Ordinance or those who are mentioned in the left column of items (12) to (15) inclusive of this table, and who have the competent authorities'credentials of their having successful teaching experience of three years or more as teachers of elementary schools
2nd-class regular certificates for teachers of elementary school,,

Those who have graduated from the higher course of a higher school or a college or those who have finished the preparatory course of a university, and who have the competent authorities'credentials of their having successful teaching experience of three years or more as teachers of the corresponding schools mentioned in the right column
2nd-class regular certificates for teachers of elementary schools and lower secondary schools
(7) 2.
Those who have certificate for teachers who take charge of special subjects at national elementary schools given under the former National Elementary School Ordinance, and who have graduated from miscellaneous schools equivalent to colleges
2nd-class regular certificates for teachers of lower secondary schools

Those who have certificate for teachers of middle schools and girls'high schools, certificate for teachers of girls'high schools, certificate for teachers of vocational schools, certificate for teachers of vocational schools, certificate for teachers of the higher course and the advanced course of girls'high schools of certificate for teachers of the higher course of higher schools given under the former Teacher Certification Ordinance or those who are mentioned in the left column of items (2), (3), (12) or (15), and who have the competent authorities'credentials of their having successful teaching experience of three years or more as teachers of elementary schools (including teachers of schools under the former ordinances who may be provided for by Ministry of Education Ordinance)

(15)-2.
Those who have been designated in accordance with the provisions of the Regulations for the Designation of Persons qualified to take Non-written Examination under the Higher School Teacher Regulations based upon the former Teacher Certification Ordinance (Ministry of Education No.274 of 1919) Temporary certificates for teachers of elementary schools and
1st-class regular certificates for teachers of lower secondary schools and upper secondary schools
In the same table"

Those who are regarded as having temporary certificate for teachers of upper secondary schools in accordance with the provision of each item of Article 103-(4) of the Enforcement Regulations of the School Education Law
2nd-class regular certificates for teachers of upper secondary schools

Those who are regarded as having temporary certificate for teachers of upper secondary schools in accordance with the provision of each item of Article 103-(4) of the Enforcement Regulations of the School Education Law

In the right column of item (24) of the same table, "Temporary certificate" shall be amended as "2nd-class regular certificate" and in the same table, the following two items shall be added next to the same item:
(24)-2.
Those who are listed in the left column of items (2), (7) or (8) of the table of Article 1 paragraph 1 or of items (2) to (4), (6), (12), (15) or (15)-2 of this table and who have been in the position of kindergarten teacher sometime after April 1, 1947
Temporary certificates for teachers of Kindergartens
(24)-3.
Those who are listed in the left column of the preceding item of this table and who have the competent authorities credentials of their having successful teaching experience of three years or more as teachers of kindergartens
2nd-class regular certificates for teachers of kindergartens
In Article 8, "until March 31, 1951" shall be amended as "until March 31, 1955, in case of those who are regarded as having the temporary certificate for principals, and until March 31, 1951, in case of those who are regarded as having other kinds of certificates" .
The following one paragraph shall be added next to paragraph 4 of the Supplementary Provisions:
5 The provisions of Article 7 shall be valid until March 31, 1953.
Supplementary Provision:
This Law shall come into force as from the day of its promulgation.
