I hereby promulgate the Law for Partial Amendments to the Educational Personnel Certification Law.

Law for Partial Amendments to the Educational Personnel Certification Law
The Educational Personnel Certification Law (Law No.147 of 1949) shall be partially amended as follows:
In Article 3 paragraph 3, "teachers of schools for the blind, schools for the deaf, and schools for the otherwise handicapped (excluding school-nurses and assistant school-nurses)" shall be amended as "teachers of schools for the blind, schools for the deaf, and schools for the otherwise handicapped (excluding school-nurses and assistant school-nurses, as well as teachers in charge of special subject areas in the upper secondary section of schools for the blind, schools for the deaf, or schools for the otherwise handicapped)" .
The following three paragraphs shall be added next to paragraph 5 of the Supplementary Provisions:
6 In cases where those who are regarded as having, or who have been given certificates for teachers in accordance with the provision of Article 1 or 2 of the Law concerning the Enforcement of the Educational Personnel Certification Law (Law No.148 of 1949;hereinafter referred to as "the Enforcement Law" ) intend to get the certificates of the next higher class respectively in accordance with Annexed Table 4 as provided for in Article 6 paragraph 2, the length of service listed in the third column of the same Table may include the number of years for which the applicants have been certified by the competent authorities as having successful teaching experience as teachers of schools as shown in the first column (including such schools under the former ordinances as may be provided for by Ministry of Education Ordinance as corresponding to these) after they were qualified to be given the respective certificates for teachers listed in the second column of the same Table.
7 In cases where those who are regarded as having, or who have been given the 2nd-class regular certificate for teachers of upper secondary schools in accordance with the provision of Article 1 or 2 of the Enforcement Law (excluding those who have the qualifications listed in the first column of item (5) or (6) of the table in paragraph 8) intend to get the 1st-class regular certificate for teachers of upper secondary schools in accordance with Annexed Table 4 as provided for in Article 6 paragraph 2, "3" in the third column of the same Table shall read "5" , and "15" in the fourth column of the same Table "45" .
8 The examination on scholastic attainments and practical experience in the examination for educational personnel in cases where those who have the qualifications listed in the first column of the following table and who are regarded as having, or who have been given the certificates for teachers listed in the second column of the same table respectively in accordance with the provision of Article 1 or 2 of the Enforcement Law intend to get the certificates of next higher class respectively may be in accordance with the provisions of the third and the fourth columns of the following table, regardless of the provisions of Annexed Table 4 as provided for in Article 6 paragraph 2:

In the fourth column of the item of the 1st-class regular certificate for teachers of upper secondary schools in Annexed Table 4, "10" shall be amended as "15" .
In the second column (c) of the item of the temporary certificate for school-nurses in Annexed Table 6, "Article 51 or" shall be deleted, and the Remarks shall be amended as follows:
Supplementary Provision:
This Law shall come into force as from the day of its promulgation.
