I hereby promulgate the Law for Partial Amendments to the Fisheries Agency Establishment Law.

Law for Partial Amendments to the Fisheries Agency Establishment Law
The Fisheries Agency Establishment Law (Law No.78 of 1948) shall be partially amended as follows:
The following one item shall be added next to Article 2 item 3:
3-(2). Management of affairs relative to the enforcement of fishery system reform in accordance with the Fisheries Law (Law No.267 of 1949).
The following one item shall be added to Article 2:
10. Exercise of the powers as specified in Article 4 items (1) to (16) inclusive, items (20), (64) and (65) of the Ministry of Agriculture and Forestry Establishment Law (Law No.153 of 1948).
Article 4 items 3 to 6 inclusive shall be amended as follows:
3. Management of affairs relative to granting and licensing of coastal fisheries and inlandwater fisheries.
4. Management of affairs relative to guidance and supervision on coastal fisheries and inlandwater fisheries.
5. Management of affairs relative to compensation for fishery rights and others, and right fees and licence fees.
6. Management of affairs relative to propagation of aquatic products.
6-(2). Management of affairs relative to the fishing boat insurance and the fishing boat reinsurance special accounts.
Article 5 items 1 and 2 shall be amended as follows:
1. Management of affairs relative to licensing of and guidance and supervision on deep sea fisheries.
2. Receiving and sending informations concerning positions of fishing vessels in operation through radio facilities for the purposes of guiding and supervising fisheries.
The following four items shall be added to Article 5:
8. Management of affairs relative to the registration of fishing vessels and examination thereof upon request.
9. Management of affairs relative to technical guidance and supervision concerning designs of fishing vessels, engines for fishing vessels, machines for fishing vessels and radio facilities for fishery use.
10. Execution of works for repair and construction, maintenance and management, and restoration from disasters of fishing ports as well as management of affairs concerning permission, approval, guidance, supervision and aid for those who operate these works.
11. Management of affairs relative to approval for reclamation of waters subject to public use within fishing port areas.
In Article 6, item 6 shall be made item 7 and the following one item shall be added as item 6 and "fisheries experimental stations" in item 7 shall be amended as "fisheries research institutes" :
6. Receiving and sending informations concerning fishing and sea conditions through radio facilities for the purposes of fisheries investigations.
Article 7-(5) paragraph 3 shall be deleted, and paragraph 4 shall be made paragraph 3.
In the Table of Article 7-(6) paragraph 1, the column of Marine Products Standards Council shall be deleted, and in paragraph 2 of the same Article, "in respect to the Marine Products Standards Council, in the Law concerning the Inspection of Designated Agricultural and Forestal Goods" shall be deleted.
Supplementary Provisions:
1. This Law shall come into force as from the day of its promulgation.
2. The Fishing Port Law (Law No.137 of 1950) shall be partially amended as follows:
In paragraph 3 of the Supplementary Provisions, the provision of the part amending Article 4 of the Fisheries Agency Establishment Law shall be deleted.
