警察用電話が電気通信省に移管されることになったが、警察事務用の市外専用電話の市外線専用料が施設の運用・維持に要する実費を大幅に下回っている。また、刑事訴訟事務や日本国有鉄道事業用の専用電話も同様の状況にある。そこで、これらの市外専用電話の市外線専用料を、実費を賄えるよう現行料金の約2～3倍に引き上げ、経費と収入の均衡を図ることを目的とする。
