I hereby promulgate the Law for Partial Amendments to the Law concerning the Special Account for Counterpart Fund of U. S. Aid to Japan.

Law for Partial Amendments to the Law concerning the Special Account for Counterpart Fund of U. S. Aid to Japan
Law concerning the Special Account for Counterpart Fund of U. S. Aid to Japan (Law No.40 of 1949) shall be partially amended as follows:
In Article 4 paragraph 1, "and specific educational projects and programs," shall be added next to "the economic reconstruction," , "for private and public enterprise" shall be amended as "for the State, the public enterprise operated by those other than the State or the private enterprise" , and "for the public enterprise" shall be amended as "for the State or the public enterprise operated by those other than the State" .
Article 6 paragraph 2 shall be deleted.
To Artcle 10, the following one paragraph shall be added:
2 The undisbursed balance of the budget of appropriation of this Account for each fiscal year may be carried forward to and disbursed in the following fiscal year, in turn.
The heading of Article 14 shall be amended as "(Management by the Bank of Japan, etc. of business concerning the fund operation, etc.)" ;in the same Article, "and the other financial institutions designated by the Minister of Finance (hereinafter referred to as" the designated financial institutions ")" shall be added next to "the Bank of Japan" ;and to the same Article, the following three paragraphs shall be added:
2 The Government may grant the fund necessary for operating the Aid Fund to the Bank of Japan and the designated financial institutions.
3 The designated financial institutions may manage the business prescribed in paragraph 1 or may undertake the guarantee for the liability owed against the State in accordance with the operation of the Aid Fund to the private enterprises, regardless of the restriction of business of the designated financial institutions concerned under the provisions of other laws and orders.
4 The business managing fee prescribed in paragraph 1 and the expenses necessary for guarantee by the designated financial institutions for the liability under the provision of the preceding paragraph may be the burden of this Account.
Supplementary Provision:
This Law shall come into force as from the day of its promulgation.
