水先法の一部を改正する法律
Law for Partial Amendment to the Marine Pilot Law
水先法（昭和二十四年法律第百二十一号）の一部を次のように改正する。
The Marine Pilot Law (Law No.121 of 1949) shall be partially amended as follows:
第四條第一号を次のように改める。
Article 4 item (1) shall be amended as follows:
一　二年以上船長として総トン数千トン以上の船舶（平水区域を航行区域とする船舶を除く。）に乘り組んでいたこと。
(1)　To have served for not less than two years as a master on board a vessel of not less than 1,000 tons gross (excluding vessels used for the smooth water area as their navigation area).
第四條第二号を第三号とし、第一号の次に次の一号を加える。
Article 4 item (2) shall be item (3), and the following one item shall be added next to item (1):
二　省令で定める一定期間以上水先人になろうとする水先区において水先修業生として実務を修習したこと。
(2)　To have experienced in business practices, for not less than the period to be fixed by a Ministerial Ordinance, as an apprentice pilot on the pilot district where he intends to become a pilot.
第四條に次の一項を加える。
The following one paragraph shall be added to Article 4:
２　海上保安庁長官は、水先区に水先人がいない場合又は前項第二号の要件を具備する水先修業生がいない水先区について急速に水先人を置く必要がある場合においては、同項第一号及び第三号の要件を具備し、且つ、省令で定める一定回数以上当該水先区において航海に従事したことがある者に対し、その者が同項第二号の要件を具備しないでも、免許を與えることができる。
2　The Director of the Maritime Safety Agency may, in case there is no pilot in a pilot district or it is of urgent necessity to appoint a pilot in a pilot district where there is no apprentice pilot meeting the qualification under item (2) of the preceding paragraph, grant a pilot license to a person who possesses the qualifications under item (1) and item (3) of the same paragraph and has navigated in the pilot district concerned not less than the number of times as fixed by a Ministerial Ordinance, even if he does not possess the qualification under item (2) of the same paragraph.
第八條の次に次の一條を加える。
The following one Article shall be added next to Article 8:
（以前に水先人であつた者に対する免許）
(Pilot License for a Former Pilot)
第八條の二　前條第二項の規定は、海上保安庁長官が、以前に水先人であつた者に対し水先の免許を與えようとする場合に準用する。
Article 8-(2)　The provision of paragraph 2 of the preceding Article shall apply mutatis mutandis to the case where the Director of the Maritime Safety Agency intends to grant a pilot's license to a person who was a pilot before.
別表中舞鶴水先区の項の次に次の一項を加える。
In the Annexed Table the following one paragraph shall be added next to the Maizuru Pilot District:
下津水先区 和歌山県青石鼻から地ノ島鹿の首まで引いた線、鹿の首から目取鼻まで引いた線及び陸岸により囲まれた海面
Shimotsu P. D. The waters surrounded by a line drawn from Aoishi-hana, Wakayama-ken to Shikanokubi of Chinoshima Island, a line drawn from Shikanokubi to Metori-hana and the coast line.
附　則
Supplementary Provision:
この法律は、公布の日から施行する。
This Law shall come into force as from the day of its promulgation.
