I hereby promulgate the Live-stock Hygiene Service Center Law.

Live-stock Hygiene Service Center Law
(Establishment)
Article 1. The Live-stock hygiene service center shall be established by To, Do, Fu or prefecture in order to contribute to the development of stockraising industry by enhancing the sanitary conditions of live-stock in the localities.
2 The location, name and area of jurisdiction of the live-stock hygiene service center shall be provided for by by-law.
3 The live-stock hygiene service center shall use letters of "the live-stock hygiene service center" in its title.
Article 2. To, Do, Fu or prefecture shall, when it intends to establish the live-stock hygiene service center, obtain the approval of the Minister of Agriculture and Forestry.
(Extent of Businesses)
Article 3. The live-stock hygiene service center shall execute the following affairs in order to achieve the purpose as provided for in Article 1 paragraph 1:
(1) Affairs concerning dissemination and promotion of thought concerning live-stock hygiene;
(2) Affairs concerning prevention of live-stock infections diseases;
(3) Affairs concerning removal of obstracles in reproduction of live-stock and execution of artificial insemination thereof;
(4) Affairs concerning examination and inspection necessary for the hygiene of livestock;
(5) Affairs cocerning diagnosis of live-stock for the purpose of preventing such diseases as parasitism, osteomalacia and other diseases which are designated by the Minister of Agriculture and Forestry;
(6) Affairs concerning survey of the special endemic diseases;
(7) Other affairs concerning promotion of live-stock hygiene in the localities.
(Utilization of Live-stock Hygiene Service Center)
Article 4. The governor of To, Do, Fu or prefecture may, in accordance with the provision of by-law, make available to veterinarians the facilities of live-stock hygiene service center concerning examination and inspection.
(Authority of the Minister of Agriculture and Forestry)
Article 5. The Minister of Agriculture and Forestry may, if he deems it necessary for promoting hygienics of live-stock in the locality, direct the governor of To, Do, Fu or prefecture any matters necessary for the operation of the live-stock hygiene service center and request him for necessary reports.
(Restriction on the Title)
Article 6. No institution, other than the live-stock hygiene service center under this Law, shall use the letters of "the live-stock hygiene service center" or any other similar letters thereto in its title.
(Subsidy from the Government)
Article 7. The Government, within the limit of budgetary appropriations, may grant subsidy every year to To, Do, Fu and prefectures for the expenses of the live-stock hygiene service centers within one half of the expenses for their establishment, initial equipments and facilities incidental thereto, and personnel.
Supplementary Provision:
This Law shall come into force as from April 1, 1950. However the Provision of Article 6 shall come into force as from July 1, 1950.
