I hereby promulgate the Law for Partial Amendments to the Solid Fuel Distribution Kodan Law.

Law for Partial Amendments to the Solid Fuel Distribution Kodan Law
The Solid Fuel Distribution Kodan Law (Law No.56 of 1947) shall be partially amended as follows:
In Article 1 paragraph 1, "coal and coke (inclusive of semi-coke, the same shall apply hereinafter) and lignite and lignite-coke, enumerated in the Appended List No.1 (hereinafter called designated lignite)" shall be amended as "coal and coke (excluding coal and coke enumerated in the Appended List No.1, hereinafter the same)" .
In Article 13, "coal coke and lignite" shall be amended as "coal and coke" .
In Article 15, item (1), "Sole purchase and sale of coal, coke and designated lignite" shall be amended as "Purchase and sale of coal and coke)" .
In Article 16 paragraph 1, "all" shall be deleted, and "coal, coke and designated lignite" shall be amended as "coal and coke" ;and "from them" shall be amended as "only from them" ;and the following proviso shall be added to the same paragraph:
However, it shall not apply to the waste coal as designated by the competent Minister with the approval of the Director-General of the Economic Stabilization Board.
In Article 16 paragraph 2, "the materials prescribed in the preceding paragraph" shall be amended as "coal and coke" ;in paragraph 3 of the same Article, "the preceding two paragraphs" shall be amended as "the preceding three paragraphs and paragraph 7" ;in paragraphs 3 and 4 of the same Article, "coal, coke and designated lignite" shall be amended as "coal and coke" ;and next to paragraph 2 of the same Article, the following one paragraph shall be added:
The Solid Fuel Distribution Kodan shall not sell coal and coke purchased to persons other than those designated by the competent Minister with the approval of the Director-General of the Economic Stabilization Board.
The following two paragraphs shall be added to Article 16:
The Solid Fuel Distribution Kodan shall make delivery of coal and coke at the place of delivery instructed by the competent Minister, with the approval of the Director-General of the Economic Stabilization Board.
The competent Minister may, with the approval of the Director-General of the Economic Stabilization Board, redure the business of the Solid Fuel Distribution Kodan, when he deems the conditions of demand and supply of coal and coke are improved sufficiently.
In Article 21 paragraphs 2 and 3, "coal, coke and designated lignite" shall be amended as "coal and coke."
In Article 32 paragraph 1, "on July 1, 1949 or at the time of the dissolution of the Economic Stabilization Board, whichever the earlier" shall be amended as "on March 31, 1950 (or at such earlier date as a dissolution order is issued by the Director-General of the Economic Stabilization Board in accordance with the provision of Article 7 paragraph 1)" , and in paragraph 2 of the same Article, "except the case prescribed in Article 7 paragraph 1" shall be added next to "The Solid Fuel Distribution Kodan shall be dissolved at the time prescribed in the preceding paragraph" .
Appended List No.1 shall be amended as follows:
Appended List No.1.Coal and coke to be excluded under the provision of Article 1 paragraph 1, are as follows:
1. Anthracite (Indigenous)
3. Rubby Culm (Including Silt)
4. All coal of 4,000 calories and less (as to Joban coal and other Honshu coal, 3,700 calories and less as to Ube coal, 3,500 calories and less.)
5. Semi-coke (Indigenous only)
6. Coke of 30% and higher ash content
Supplementary Provision:
This Law shall come into force us from the day of its promulgation;provided that the provision Of item 4 of Appended List No.1 shall be enforced as from July 1, 1949.
