I hereby promulgate the Law concerning the Adjustment of Laws and Orders concerned in consequence of the Enforcement of the Ministry of Postal Services Establishment Law and Tele communications Establishment Law.

Law concerning the Adjustment of Laws and Orders concerned in consequences of the Enforcement or the Ministry of Postal Services Establishment Law and Ministry of Telecommunications Establishment Law
Article 1. Imperial Ordinances listed below shall be abrogated, Regulations governing the Organization of:
The Ministry of Communications (Imperial Ordinance No.343 of 1946)
The Post Office Life Insurance Bureau (Imperial Ordinance No.144 of 1947)
The Electrical Communications Laboratory (Imperial Ordinance No.219 of 1918)
The Communications Bureau (Imperial Ordinance No.272 of 1924)
The Communications Offices (Imperial Ordinance No.273 of 1924)
Matters concerning the Senior Clerk of the Third-class Post Office and the Third-class Telegraph Office (Imperial Ordinance No.215 of 1916)
Matters concerning the Communications Facilities by Petition (Imperial Ordinance No.215 of 1914)
Matters concerning Supervision of the Heads of Branch Offices of Postal Savings and Life Insurance Bureau of the Board of Communications, Plant Division of Defence Communications Plant Bureau of the Board of Communications, Communications School and Radio Training School (Imperial Ordinance No.432 of 1945)
Article 2. The Mail Law (Law No.165 of 1947) shall partially be amended as follows:
"The Minister of Communications" shall be amended as "the Minister of Postal Services."
Articles 2 to 4 inclusive shall be amended as follows:
Article 2.(Mail Service as State Function) The Mail Service is a function of the State and is conducted under the jurisdiction of the Minister of Postal Services.
Articles 3 and 4. Deleted.
In paragraph 1 of Article 5, paragraph 1 of Article 9, paragraph 1 of Article 20, Article 38, Article 40, paragraph 1 of Article 41, Article 42, paragraph 2 of Article 44, Article 45, Article 47, paragraph 2 of Article 48, paragraph 1 of Article 58, paragraph 1 of Article 59, paragraphs 1 and 4 of Article 60, paragraph 1 of Article 61, paragraph 1 of Article 62, paragraph 1 of Article 63, paragraph 1 of Article 64, paragraph 1 of Article 66, Article 71, Article 75, Article 77 and in paragraph 1 of Article 80, "Ministry of Communications Organization" shall be amended as "Ministry of Postal Services."
In paragraph 1 of Article 20, "Telegraph, Telephone" shall be deleted, "and services entrusted by the Ministry of Telecommunications to the Ministry of Postal Services" shall be added after "Sale of Revenue Stamps."
In paragraph 1 of Article 27, "the Ministry of Communications Organization" shall be amended as "the Post Office of Mailing."
In Article 33, "Post Offices" shall be amended as "Ministry of Postal Services."
In paragraph 2 of Article 41, paragraphs 1 and 2 of Article 54, "the Ministry of Communications Organization" shall be amended as "the Local Postal Services Bureau or Post Office."
In paragraph 1 of Article 55, "the Ministry of Communications Organization" shall be amended as "the nearest Post Office."
Article 3. The Postal Savings Law (Law No.144 of 1947) shall partially be amended as follows:
"The Minister of Communications" shall be amended as "the Minister of Postal Services."
Articles 2 to 4 inclusive shall be amended as follows:
Article 2.(Postal savings service as State function) Postal savings service is a function of the State and is conducted under the jurisdiction of the Minister of Postal Services.
Articles 3 and 4. Deleted.
In paragraph 1 of Article 8, Article 9, paragraphs 1, 3 and 4 of Article 11, Article 14, Article 15, paragraph 2 of Article 17, paragraph 1 of Article 18, Article 22, Article 25, Article 27, Article 35, paragraph 1 of Article 39, paragraph 2 of Article 64, Article 69 and in paragraph 1 of Article 70, "Ministry of Communications Organization" shall be amended as "Ministry of Postal Services."
In paragraph 1 of Article 19, "the savings ledger office" shall be amended as "the Local Savings Office where the savings ledgers are kept in custody (hereinafter called the Savings Ledger Office)" and in paragraph 2 of the same Article, "the bond ledger office" shall be amended as "the Local Savings Office where the bond ledgers are kept in custody (hereinafter called the Bond Ledger Office)."
In paragraph 3 of Article 23 and paragraph 1 of Article 64, "Ministry of Communications Organization" shall be amended as "Post Office."
In paragraph 1 of Article 29, "Ministry of Communications Organization" shall be amended as "Savings Ledger Office."
Article 4. The Postal Money Order Law (Law No.59 of 1948) shall partially be amended as follows:
"The Minister of Communications" shal be amended as "the Minister of Postal Services."
Articles 2 to 4 inclusive shall be amended as follows:
Article 2.(Postal money order service as State function) Postal money order service is a function of the State and is conducted under the jurisdiction of the Minister of Postal Services.
Articles 3 and 4. Deleted.
In paragraph 2 of Article 12, Article 13, Article 15, paragraph 1 of Article 21 and in paragraph 3 of Article 28, "Ministry of Communications Organization" shall be amended as "Ministry of Postal Services."
In paragraph 1 of Article 16 and Article 18, "concerning the mail, telegraph, telephone, postal money order, postal savings and postal transfer services between the offices or between the offices" shall be amended as "concerning the mail, postal money order, postal savings and postal transfer services, sale of stamps, and services entrusted by the Ministry of Telecommunications between the agencies of the Ministry of Postal Services or the Ministry of Postal Services."
In paragraph 1 of Article 16 and paragraph 1 of Article 26 "by which Ministry or Communications Organization" shall be amended as "by which Post Office."
In Article 23 and paragraph 2 of Article 31, "Ministry of Communications Organization" shall be amended as "the Local Savings Office or Post Offiee."
In paragraph 2 of Article 28, "the office authorized by Ministry of Communications Organization upon the request of the bank" shall be amended as "the office which approves the request of the bank."
Article 5. The Postal Transfer Savings Law (Law No.60 of 1948) shall partially be amended as follows:
"The Minister of Communications" shall be amended as "the Minister of Postal Services."
Articles 2 to 4 inclusive shall be amended as follows:
Article 2.(Postal transfer savings service as State function) Postal transfer savings service is a function of the State and is conducted under the jurisdiction of the Minister of Postal Services.
Articles 3 and 4. Deleted.
In paragraph 2 of Article 8, "Ministry of Communications Organization" shall be amended as "the Local Savings Office where transfer accounts are kept in custody (hereinafter called Transfer Account Office)."
In paragraphs 1 and 2 of Article 9, "Ministry of Communications Organization" shall be amended as "Transfer Account Office."
In paragraph 2 of Article 13, Article 14, Article 16, paragraph 1 of Article 31, Article 44, paragraph 2 of Article 45, paragraph 3 of Article 47, paragraph 1 of Article 49, Article 53, paragraph 1 of Article 58 and in paragraph 1 of Article 63, "Ministry of Communications Organization" shall be amended "Ministry of Postal Services."
In paragraph 4 of Article 20 and paragraph 3 of Article 38, "Ministry of Communications Organization" shall be amended as "Post Office."
In paragraph 2 of Article 47, "that which is authorized by Ministry of Communications Organization on the application of the bank" shall be amended as "that which approves the request of the bank."
Article 6. The Law of Mail Transportation by Rail Road and Vessel (Law No.56 of 1900) shall partially be amended as follows:
In Article 2, Article 3, Article 6, Article 8 and in paragraph 4 of Article 10, "postal authorities" shall be amended as "Ministry of Postal Services."
In Article 7 and Article 9, "postal authorities shall be amended as" respective Local Postal Services Bureau."
In Article 13, "postal authorities" shall be amended as "Post Office."
Article 7. The Law concerning the Provisional Exceptions to Election Campaign and Others (Law No.196 of 1948) shall partially be amended as follows:
In paragraph 2 of Article 19, "post offices" shall be amended as "Ministry of Postal Services."
Article 8. The Law for the Regulations of Political Construction and Expenditures (Law No.194 of 1948) shall partially be amended as follows:
In Article 50, "a post office (Teishin-Kansho)" shall be amended as "A post office (Yubin-Kyoku)."
Article 9. In the Laws listed below, "the Minister of Communications" shall be amended as "the Minister of Postal Services" :
Article 3 of the Law concerning the Change in Conditions of Claims of the Deposit Bureau of Ministry of Finance, etc.(Law No.129 of 1947)
Paragraph 2, Article 3 of the Law concerning the Payment of Revenues by means of Stamps (Law No.142 of 1948)
Article 10. The Telegraph Law (Law No.59 of 1900) shall partially be amended as follows:
In item 4 of Article 2, Article 15, Article 16, and in Article 35, "telegraph office" shall be amended as "Local Telephone or Telegraph Office."
In Article 5 and Article 25, "telegraph or telephone office designated by the competent Minister" shall be amended as "Local Telecommunications Bureau."
In Article 12, "telegraph or telephone office" shall be amended as "Local Telephone or Telegraph Office."
In Article 21 and Article 31, "telegraph or telephone office" shall be amended as "the Ministry of Telecommunications."
In Article 22, "post, postal transfer, postal savings" shall be deleted.
In Article 23, "except" shall be deleted.
In Article 26, "telegraph or telephone office" shall be amended as "Local Telecommunications Bureau."
Article 11. The Wireless Telegraph Law (Law No.26 of 1925) shall partially be amended as follows:
In item 3 of Article 2 and Article 23, "telegraph offices" shall be amended as "Local Telephone or Telegraph Offices."
In Article 5, "telegraph or telephone offices" shall be amended as "Local Telephone or Telegraph Offices."
In Article 8-(2), "telegraph or telephone offices designated by the competent Minister" shall be amended as "Local Telecommunications Bureaus or Radio Regulatory Offices."
In Article 15, "mails, postal money orders or postal savings" shall be deleted.
In paragraph 1 of Article 20, "telegraph or telephone offices" shall be amended as "the Ministry of Telecommunications."
Article 12. The Telegraph and Telephone Charges Law (Law No.105 of 1948) shall partially be amended as follows:
In Article 3 and paragraph 2 of Article 4, "Minister of Communications" shall be amended as "Minister of Telecommunications."
Article 13. The Regulations for the Establishment of Telegraph and Telephone Lines (Law No.58 of 1890) shall partially be amended as follows:
In paragraph 1 of Article 1, paragraph 1 of Article 3, Articles 4 to 7 inclusive "Ministry of Communications" shall be amended as "Ministry of Telecommunications."
Article 14. The Accounts Law (Law No.35 of 1947) shall partially be amended as follows:
In paragraph 1 of Article 20 and Article 23, "communications offices" shall be amended as "Agencies of the Ministry of Postal Services."
Article 15. The Government Communications Employees Training Law (Law No.208 of 1948) shall partially be amended as follows:
The title shall be amended as follows:
Ministry of Postal Services Employees and the Ministry of Telecommunications Employees Training Law
In Article 1, "employees engaged in the said enterprises (hereinafter called communications employees)" shall be amended as "employees engaged in the enterprises of the Ministry of Postal Services or Ministry of Telecommunications (hereinafter called employees)."
In Articles 1 to 3 inclusive, Article 5 and in Article 6, "Minister of Communications" shall be amended as "Minister of Postal Services or Minister of Telecommunications."
In Article 2, Article 3 and Article 6, "communications employees" shall be amended as "employees,"
In item 2 paragraph 1 of Article 3, "the Ministry" shall be amended as "the Ministry of Postal Services or the Ministry of Telecommunications respectively."
Article 4 shall be deleted and the succeeding Articles shall be shifted up by one number.
Article 16. The Law concerning Locol Autonomy (Law No.67 of 1947) shall partially be amended as follows:
In paragraph 5 of Article 156, "communications and postal services (including insurance and savings divisions)" shall be amended as "Local Postal Inspection Bureau, Local Postal Services Bureau, Local Savings Office, Local Post Office Life Insurance Office, Post Office, Local Telecommunications Bureau, Local Telecommunications Division, Local Telecommunications District, Local Telephone or Telegraph Office, Branch Offices of Supply Division of Plant Engineering Bureau of Ministry of Telecommunications, Air Safety Office, Aeronautical Radio Range Station and branch offices thereof, and branch offices of the Local Radio Regulatory Office."
Article 17. Of the personnel serving at the time of the enforcement of this Law in the Ministry of Communications, those who are serving in the Postal Bureau, Postal Savings Bureau, Post Office Life Insurance Bureau of the Ministry of Communications;those serving in the post offices of which the chiefs are the Heads of Special Post Offices and those serving in the post offices other than those of which the chiefs are the Heads of Special Post Offices (limited to those engaged in the field services of the Postal, Postal Money Order, Postal Savings, Post Office Life Insurance, Post Office Annuities and their subsidiary businesses) shall be deemed to have been appointed as the personnel of the Ministry of Postal Services with the same service conditions;those who are serving in the Telegraph and Telephone Bureau, Telecommunications Engineering Bureau, Radio Bureau of the Ministry of Communications, Telecommunications Laboratory, Telephone Offices, Telegraph Offices, Telecommunications Construction Offices;and those serving in the post offices other than those of which the chiefs are the Heads of Special Post Offices (limited to those engaged in the field services of the telecommunications and their subsidiary businesses) shall be deemed to have been appointed as the personnel of the Ministry of Telecommunications with the same conditions;and the personnel other than those mentioned above shall, as to be designated by the Minister of Communications, be deemed to have been appointed as the personnel of the Ministry of Postal Services or the Ministry of Telecommunications with the same service conditions. However, those who have been appointed otherwise with official announcements shall be excepted.
Supplementary Provision:
The present Law shall come into force as from June 1, 1949.
