Law for Partial Amendments to the National Government Organization Law
The National Government Organization Law (Law No.120 of 1948) shall be partially amended as follows:
In Article 5 paragraph 1, "the Cabinet Law" shall be amended as "the Cabinet Law (Law No.5 of 1947)" .
Article 17 shall be amended as follows:
(Positions in Administrative Organs)
Article 17. The Attorney-General's Office, various Ministries and administrative organs the heads of which are provided for by law to be the Prime Minister or other Ministers of State may have one Parliamentary Vice-Minister (Seimu Jikan) each. The position of the Parliamentary Vice-Minister shall be in the special government service.
2 The total number of the Parliamentary Vice-Ministers to be established in the administrative organs as provided for by the preceding paragraph shall not exceed the total number of Prime Minister and other Ministers of State as provided for in Article 2 of the Cabinet Law.
3 The Parliamentary Vice-Minister shall assist the Minister who is the head of the organ, participate in the formation of policies and program planning, and administer the political affairs.
4 The appointment and dismissal of the Parliamentary Vice-Minister shall be made by the Cabinet at the request of the Minister who is the head of the organ.
5 In case of the resignation en masse of the Cabinet, the Parliamentary Vice-Minister shall lose his position at the time when the Prime Minister and all the other Ministers of State lose their positions.
Next to Article 17, the following Article shall be added:
Article 17-(2). Each Ministry shall have one Administrative Vice-Minister (Jimu Jikan).
2 The Administrative Vice-Minister shall assist the Minister who is the head of the Ministry, regulate the ministerial affairs and exercise supervision over the affairs of the various subdivisions and organs.
In Article 18 paragraph 1, "two Confidential Secretaries" shall be amended as "three Confidential Secretaries" .
Next to Article 24, the following Article shall be added:
Article 24-(2). Up to May 31, 1950, notwithstanding the provision of Article 7 paragraph 1, the Divisions listed on the right column of Annexed Table No.2 may be established in the Secretariats or Bureaus of Office, Ministry or Board listed on the left column of the same Appendix, as provided for by laws separately.
2 Up to May 31, 1950, notwithstanding the provision of Article 7 paragraph 2, the Bureaus listed on the right column of Annexed Table No.3 may be established only in the Agencies listed on the left column of the same Annexed Table, as provided for by laws separately.
3 Divisions or Bureaus established in accordance with the preceding two paragraphs shall be abolished as of May 31, 1950.

In Article 25 paragraph 2, "Vice-Ministers" shall be amended as "Administrative Vice-Ministers" .
Supplementary Provisions:
1 This Law shall come into force as from June 1, 1919.
2 In case a Parliamentary Vive-Minister is established in the Economic Stabilization Board (not including the case where such is established in the external organ of the Board), "the Minister who is the head of the organ" in Article 17 paragraphs 3 and 4 shall read "the Minister who is the Director-General" .
3 Notwithstanding the provision of Article 24 paragraph 2 of the National Government Organization Law, the provisions of Article 17-(2) shall not apply mutatis mutandis to the Economic Stabilization Board.
4 In other laws and ordinances, "Vice-Minister" shall read "Administrative Vice-Minister" , and "Vice-Minister of such and such Ministry" shall read "Administrative Vice-Minister of such and such Ministry" , unless it is specifically mentioned as "Parliamentary Vice-Minister" .
3 The Law concerning Salary and Other Compensations of National Public Service Personnel in the Special Government Service (Law No.268 of 1948) shall be partially amended as follows:
Article 1 item (9) shall be amended as follows;
(9) Parliamentary Vice-Minister and Parliamentary Councillor.
In the Annexed Table:

Parliamentary Vice-Ministerand "Parliamentary Vice-Minister" shall be amended as "Parliamentary Councillor" .
