Law for Partial Amendments to Cabinet Law
The Cabinet Law (Law No.5 of 1947) shall be partially amended as follows:
Article 12, paragraph 4, shall be deleted.
Next to Article 12 shall be added the following for Articles:
Article 13. The Cabinet Secretariat shall have one Director.
2 The post of Director of the Cabinet Secretariat may be filled by a Minister of State.
3 The Director shall preside over the affairs of the Cabinet Secretariat, and control and supervise the personnel thereof in regard to the performance of their duties.
Article 14. The Cabinet Secretariat shall have two Deputy Directors.
2 The Deputy Directors shall assist the Director of the Cabinet Secretariat.
Article 15. In the Cabinet Secretariat there shall be one confidential secretary each assigned to the Ministers of State other than the Prime Minister, the Attorney General and the Ministers of various Ministries, and to the Director of the Cabinet Secretariat.
2 The Confidential Secretary mentioned in the preceding paragraph shall take charge of confidential matters, by order of the Minister or State or of the Director of the Cabinet Secretariat to whom he is assigned, or temporarily assist under order in the affairs of the Cabinet Secretariat and other offices concerned.
Article 16. In connection with the application of the provisions of Article 11, paragraphs 1 and 3 of Article 12, and Article 14 of the National Government Organization Law (Law No.120 of 1948), matters relating to the Cabinet Secretariat shall be under the jurisdiction of the Prime Minister.
Supplementary Provisions:
1 This Law shall come into force as from June 1, 1949.
2 The Deputy Directors-General (Naikaku-Kambo-Jicho) of the Cabinet Secretariat, who are actually in office at the time this Law is enforced, shall be regarded as having been appointed Deputy Directors of the Cabinet Secretariat (Naikaku-Kambo-Fukuchokan) referred to in Article 14.
3 The Regulations concerning the Establishment of the Personnel and Others of the Cabinet Secretariat (Cabinet Order No.2 of 1947) shall be abloished. However, unless otherwise prescribed by laws (including orders issued thereunder), the organs existing heretofore and the personnel thereof belonging to the Cabinet Secretariat shall become the corresponding organs and personnel under the Prime Minister's Office Establishment Law (Law No.127 of 1949) and shall retain their respective identities.
4 In other laws and orders, "Chief Cabinet Secretary (Naikaku-Shokikan-Cho)" and "Deputy Director General of the Cabinet (Naikaku-Kambo-Jicho)" shall read "Director of the Cabinet Secretariat (Naikaku-Kambo-Chokan)" and "Deputy Directors of the Cabinet Secretariat (Naikaku-Kambo-Fukuchokan)" respectively.
