経済事情の変化や引揚同胞対策審議会の決議を踏まえ、未復員者給与法の改正を行うもの。改正の主な内容は、既存の給与の引上げと新制度の創設である。既存給与については、扶養手当を225円から250円へ、帰郷旅費を450円から1000円へ、遺骨引取経費を800円から1500円へ、遺骨埋葬経費を1000円から1500円へ増額する。新制度として、復員後3年間支給される療養費と、障害の程度に応じて800円から19000円を支給する障害一時金を設ける。また療養費受給者が死亡した場合、遺骨埋葬経費として1500円を支給する。
