The Scientific and Technical Administration Commission Law
(Object)
Article 1. The Scientific and Technical Administration Commission shall, maintaining close cooperation with the Science Council of Japan, deliberate and make recommendations on matters necessary for reflecting science and technology on administration, particularly measures necessary for coordination among government agencies regarding scientific and technical administration.
2 The Scientific and Technical Administration Commission (hereinafter to be referred to as the Commission) shall be under jurisdiction of the Prime Minister.
(Matters to be deliberated)
Article 2. The Commission shall deliberate and make recommendations on the following matters:
(1) Measures necessary for reflecting on administration the reports or recommendations made by the Science Council of Japan;
(2) Selection of matters which are to be referred to the Science Council of Japan for consultation by the Government;
(3) Method of execution of international enterprise concerning science and technology which should be carried out by the Government;
(4) Liaison and coordination of matters relative to science and technology which are under the jurisdiction of the government administrative agencies.

Article 3. The Commission shall consist of a chairman, a deputy chairman, and commission members not exceeding 26 persons in number.
Article 4. The chairman shall be the Prime Minister.
2 The deputy chairman shall be appointed by the Prime Minister from among Ministers of State.
3 The Commission members shall be appointed by the Prime Minister from among the officials of the administrative agencies concerned, and persons with scholastic attainments and experiences. The number of members appointed from among persons with scholastic attainments and experiences shall be a half of the whole members.
4 In regard to the appointment of persons with scholastic attainments and experiences, the recommendations made by the Science Council of Japan shall be respected.
5 The term of office of the members mentioned in the preceding paragraph shall be 3 years. But the term of office of the members appointed to fill vacancies shall be the remainder of that of their predecessors.
Article 5. The chairman shall preside over the work of the Commission.
2 The deputy chairman shall assist the chairman, and shall, in case of absence of the chairman, act on his behalf.

Article 6. The Commission shall hold a regular meeting once every month. But extraordinary meetings may be held whenever it is deemed necessary by the chairman.
(Secretary)
Article 7. The Commission shall have secretaries not exceeding 20 persons in number.
2 The secretaries shall be appointed by the Prime Minister from among the officials of the administrative agencies concerned, and persons with scholastic attainments and experiences. Not more than one-half shall be appointed from among the persons with scholastic attainments and experiences.
3 The secretaries shall assist the commission members with regard to the matters deliberated by the Commission.
(Office)
Article 8. An office shall be established in the Commission in order to deal with miscellaneous affairs of the Commission.
2 The director of the Office shall be appointed by the Prime Minister either from among the 1st-class officials of the Prime Minister's Office or from among scientists with proper qualifications.
3 The director shall, under the direction of the chairman, take charge of the affairs of the office.
4 With regard to the fixed number of the personnel of the office, it shall be provided for by a separate law.
Supplementary Provisions:
1. This Law shall come into force as from January 20, 1949.
2. Of the Commission members appointed from among persons with scholastic attainments and experiences for the first membership those who are members of the Science Council of Japan shall be in office for the term of 2 years, regardless of the stipulation of paragraph 5, Article 4.
3. Pending the effectiveness of the National Government Organization Law (Law No.120 of 1948), the fixed number of the personnel shall regardless of the stipulation of paragraph 4, Article 8, be provided for by a Cabinet Order.
