I hereby promulgate the Law concerning the Transfer from the General Account for Resources of the Expenses for Administration other than Enterprise Management in the Special Account for State Railway and the Special Account for Communications Service.

Law concerning the Transfer from the General Account for Resources of the Expenses for Administration other than Enterprise Management in the Special Account for State Railway and the Special Account for Communications Service
Article 1. In order to promote the business-type management of the Special Account for State Railway, the Government is authorized to transfer necessary sums for resources of the following expenses belonging to the Special Account from the General Account to the Special Account, as prescribed in a budget, each fiscal year:
1. Expenses connected with the superintendence, furtherance and control of the land transportation, the manufacture, repair and other works of machines and instruments supplied for land transportation, and the warehousing business.
2. Expenses connected with the aid and guidance of the sightseeing enterprise and the attraction of foreign tourists.
3. Expenses connected with the maintenance of the public safety on transportation of passengers and freights on state railways (including state-operated ships connected with state railways) and state-operated motor-cars.
Article 2. In order to promote the business-type management of the Special Account for Communications Service, the Government is authorized to transfer necessary sums for resources of the expenses connected with the control of electric wave from the General Account to the Special Account as prescribed in a budget, each fiscal year.
Supplementary Provisions:
This Law shall come into force as from the day of its promulgation.
The State Railway Special Account Law (Law No.40 of 1947) shall be partially amended as follows:
The following paragraph shall be added to Article 24:
The expenses connected with the maintenance of the public safety on transportation of passengers and freights on state railways (including state-operated ships connected with state railways) and state-operated motor-cars may belong to this Account.
