The Administrative Management Agency Establishment Law
(Establishment)
Article 1. By this Law the Administrative Management Agency shall be establishment as an independent organization of the Prime Minister's Office.
(Specific Functions and Authority and Responsibility)
Article 2. The Administrative Management Agency shall have the following scope of specific functions for which it is responsible, and exercise its authority within the limits thus set in conformity with law (including orders based on law):
1) To plan fundamental matters concerning the administrative system in general;
2) To make coordination and integration of organization structure, personnel requirements and management of administrative organs;
3) To survey, plan and develop programs and recommendations concerning organization structure, personnel requirements and management of administrative organs;
4) In review proposed new or modification or abolition of old organization structure of each administrative organ as well as the establishment of the fixed number of personnel, its increase or decrease, and abolition;
5) To conduct inspections concerning administrative management of each administrative organ;
6) To attend to the collection of statistics and material concerning the affairs under its charge, and to their consolidation and compilation.
The functions referred to in the preceding paragraph shall not apply to the National Personnel Commission, and they shall not include such matters as are placed under the jurisdiction of the National Personnel Commission, the Attorney-General's Office and the Board of Audit by other law or order.
(Internal Subdivisions)
Article 3. The Administrative Management Agency shall have the Director's Secretariat and two Divisions enumerated below:
The Director's Secretariat shall administer the affairs concerning personnel, accounting, and office service, provided that the affairs concerning personnel shall be conducted in conformity with the National Public Service Law (Law No.120 of the 22nd year of Showa).
The Management Division shall administer the affairs listed in Items 1 to 4 inclusive and Item 6 of Paragraph 1 of Article 2.
The Inspection Division shall administer the affairs listed in Item 5 of Paragraph 1 of Article 2.
Except those provided in the preceding four paragraphs, necessary matters concerning the details of the organization of the Administrative Management Agency shall be determined by the Director.

Article 4. The head of the Administrative Management Agency shall be the Director of the Administrative Management Agency, and the post of which shall be filled by a Minister of State.
In respect to the affairs under his charge, the Director may call upon the head of each administrative organ to submit necessary material and explanations.
In respect to the affairs under his charge, the Director may, at any time, submit his opinion to the Prime Minister.
Article 5. Except those provided in this Law, necessary matters concerning personnel to be placed in the Administrative Management Agency shall be provided by Cabinet Order.
Supplementary Provisions:
The present Law shall come into force as from July 1, 1948.
The Regulations governing the Temporary Establishment of the Administrative Research Bureau (Imperial Ordinance No.490 of 1946) and the Ordinance concerning the Administrative Inspection Committee (Cabinet Order No.184 of 1947) shall be abolished.
Until the establishment of the National Personnel Commission under the provisions of Paragraph 2 of Article 1 of the Supplementary Provisions of the National Public Service Law, "the National Personnel Commission" referred to in Paragraph 2 of Article 2 shall read "the Temporary National Personnel Commission" .
