The Government is authorized, under the measures for paying salaries and others based on the First and Second Reports of the Extraordinary Pay Committee, to transfer funds from the General Account to the Special Account for Deposits Bureau, Ministry of Finance, the Special Account for State Railway, the Special Account for Communication Service, and the Insurance sub-account and the Annuity sub-account of the Special Account for Simple Life Insurance and Postal Annuity, for their resources of expenditures:Provided, that the maximum amounts transferrable shall be \196,083,000 for the Special Account for Deposits Bureau, Ministry of Finance, \1,909,142,000 for the Special Account for State Railway, \931,941,000 for the Special Account for Communication Service, \167,815,000 for the Insurance sub-account of the Special Account for Simple Life Insurance and Postal Annuity, and \4,834,000 for the Annuity sub-account of the same special account.

The Government shall later transfer sums, equivalent to the amounts transferred under the provisions of the preceding paragraph, as prescribed in a budget, to the General Account from the Special Account for Deposits Bureau, Ministry of Finance, the Special Account for State Railway, the Special Account for Communication Service, the Insurance sub-account and the Annuity sub-account of the Special Account for simple Life Insurance and Postal Annuity.
