I hereby give My sanction to the Imperial Ordinance concerning the enforcement of the Law No. 46 of 1947 revising a part of the Bank of Japan Law etc. and cause the same to be promulgated.

Imperial Ordinance No. 202
Article 1. The provisions of paragraph 9 of the Supplementary Provisions to the Law No. 46, 1947, shall apply to the business year including May 3, 1947, and the ensuing business years.
Article 2. The Bank of Japan in case a loss has arisen in the business year including the date of enforcement of the provisions of paragraph 9 of the Supplementary Provisions to the Law No. 46, 1947, and the ensuing business years shall make up the same first by breaking up the reserve funds mentioned in paragraphs 1 and 2, Article 39 of the Bank of Japan Law (with regard to the reserve fund of paragraph 2 of the said Article, this is applicable only to the fund which can be appropriated for making up loss or paying dividends); and in case there is still more deficit. it shall be made up by breaking up the special reserve fund as provided for in paragraphs 5 and 6 of the Supplementary Provisions to the said Law (excepting the fund other than that can be appropriated for paying dividends as prescribed by the competent Minister in accordance with the provisions of paragraph 8 of the Supplementary Provisions to the said Law).
Supplementary Provisions:
The present Ordinance shall come into force as from the day of enforcement of the provisions of paragraph 2 to paragraph 9 inclusive of the Supplementary Provisions to the Law No. 46, 1947.
A part of the Enforcement Regulations of the Bank of Japan Law shall be revised as follows:
In Article 28 "paragraph 5" shall read "paragraph 4"; the following phrasing shall be deleted: "The amount remaining behind after subtracting therefrom the sum of money which is gained by multiplying the sum of money as paid in by the Government by way of investment by the rate of dividend as regards the surplus money for the business year concerned, which was declared with due sanction and approval of the Minister of Finance" and "paragraph 6" shall read" paragraph 5."
