I hereby give My sanction to the Imperial Ordinance concerning the partial amendment to the Regulations governing the Official Organization of Welfare Ministry and cause the same to be promulgated.

Imperial Ordinance No. 198
A part of the Official Organization of Welfare Ministry shall be amended as follows:
Article 3. The Welfare Ministry shall have the following 9 bureaus:
Disease Prevention Bureau
Labor Administration Bureau
Employment Security Bureau
Article 7. The Labor Administration Bureau shall prosecute the following business:
3. Adjustment of labor dispute and other adjustment of labor relations
5. Investigation and study of home and foreign labor circumstances
6. Labor not to come under the jurisdiction of others
Article 7-(2) shall be Article 7-(3)
Article 7-(2) The Labor Standard Bureau shall prosecute the following business:
1. Wages, labor hours and restings
2. Industrial safety and compensation for accident of workers
4. Improvement of labor efficiency
6. Inspection of factories, mines and other places as well as the control over the protection of workers
7. Other labor condition and protection for workers
8. Statistics concerning wages and other labor condition, and living cost of workers
Labor Standard Bureau shall prosecute the business preparing for enforcement of Labor Standard Act and establishment of Labor Standard Office besides the items mentioned above.
Article 9. Ministry councillors who take parts in ministerial affairs may be appointed in the Welfare Ministry.
Councillors shall, upon recommendation of the Minister of Welfare, be appointed by the Cabinet from among the 1st class officials of the ministries. concerned and from among men of knowledge and experience.
The term of office of the councillors appointed from among men of knowledge and experience shall be 2 years; however, in case there is some special reason, they may be discharged before the expiration of their term.
The councillors shall be treated as the 1st class officials, but those who have proper official grade shall receive the treatment of that grade.
Article 10. The Welfare Ministry shall have the following personnel:
Welfare Secretaries:
Full time 7 persons 1st class
Welfare Technicians:
Full time 4 persons 1st class
,, ,, 2080 ,, 2nd class ,, ,, 618 ,, 2nd class 28 of them may be made the 1st class. ,,
Welfare Instructors:
Full time 1 person 2nd class
Article 10-(2) Welfare Minister may station a part of the personnel prescribed in the preceding Article at the Metropolis, District, and Prefectures.
The personnel mentioned above shall be placed under the direction and control of the local governors and engaged in the anti-epidmic activities.
Article 19. shall be deleted.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
The Official Organization on Anti-epidemic Personnel shall be abolished.
A part of the Regulations concerning the Local Treated Personnel shall be amended as follows:
Art. 12, par. 1, item 1 shall be deleted.
Labor Standard Bureau shall prosecute, besides the matters prescribed in Art. 7-(2), the matters under the jurisdiction of Women and Children Bureau and Labor Audit Bureau to be established in the Labor Ministry at the time of establishment of the said Ministry, personnel budget and other necessary matters relative to the establishment thereof. Art. 12. par 1, item 1 of Imperial Ordinance No. 248 of Aug. 11, 1920, shall be deleted.
