I hereby give My sanction to the Imperial Ordinance concerning the Revision of Regulations governing the Organization of the Economic Stabilization Board, and cause the same to be promulgated.

Regulation governing the Organization of the Economic Stabilization Board
Art. 1. The Economic Stabilization Board shall, under the jurisdiction of the Prime Minister, be responsible for formation of fundamental policies and plans with reference to urgent measures for economic stabilization to be taken relating to production, distribution and consumption of commodities, and to foreign trade, labor, price, finance, transportation and construction and other economic matters. The Economic Stabilization Board is further charged with the coordination, adjustment, Propultion of the functions of various Government offices concerned and with the supervision of implement of measures and enforcement of relevant economic control.
Art. 2. In the Economic Stabilization Board, President's Secretariat and Bureaus may be established as designated by the Prime Minister.
Art. 3 The Economic Stabilization Board shall have the following officials:
President of the Economic Stabilization Board.
Director General of the Economic Stabilization Board.
Deputy Directors General of the Economic Stabilization Board.

Board members
Economic Inspectors of the Economic Stabilization Board.
129 persons (full-time) 2nd class 9 persons of them may be of 1st class
213 persons (full-time) 3rd class
Secretaries.
In addition to the officials provided for in the preceding paragraph, the Economic Stabilization Board shall have the Chief of the Secretariat in case the President's Secretariat is set up, and Directors of the Bureaus in case Bureaus are set up.
Art. 4. Following officials shall be attached to the Economic Stabilization Board to fill the posts of Chief of the Secretariat, Directors of Bureaus, Board Members, Secretaries and Directors of Regional Economic Stabilization Bureaus.
Secretary of Cabinet or Technical Officials of Cabinet:

Art. 5. The Economic Stabilization Board shall have a number of Advisors to tender advice to the Director General re'ating to affairs of the Board.
The Advisors shall be appointed by the Cabinet upon request of the Prime Minister from persons of learning and experience after recommendation of the Director General.
The Advisors shall maintain strict secrecy concerning information obtained in connection with their duties.
Art. 6. The Economic Stabilization Board shall have a number of Councillors who participate in the affairs of the Board.
The Councillors shall be appointed from persons of learning and experience by the Prime Minister upon recommendation of the Director General.
The Councillors shall maintain strict secrecy concerning information obtained in connection with their duties.
Art. 7. The post of the president shall be filled by the Prime Minister.
The President shall be responsible for the action of the Board.
Art. 8. The post of the Director-General shall be filled by a person with the rank of Minister of State.
The Director General shall administer the affairs of the Board and shall have exclusive right with the personal affairs of 3rd class officials in the Board.
Art. 9. The Deputy-Directors General shall assist the Director General and administer affairs of the Board as designated by the Director General.
Art. 10. The Chief of the Secretariat shall be appointed from among Secretaries of Cabinet of 1st class and persons of learning and experience by the Prime Minister upon recommendation of the Director General.
The Chief of the Secretariat shall administer the affairs of the Secretariat under the direction of the President.
The Directors of the Bureaus shall be appointed from among Secretaries or Technical officials of Cabinet of 1st class and persons of learning and experience by the Prime Minister upon recommendation of the Director General.
The Directors of the Bureaus shall manage the affairs of the Bureaus under the direction of their superiors.
The Board Members shall be appointed from Secretaries of Cabinet or Technical Officials of Cabinet of 1st or 2nd class and persons of learning and experience by the Prime Minister upon recommendation of the Director General.
The Board Members shall engage in the affairs of the Board under the direction of their superiors.
Art. 11. The Economic Inspectors shall manage the affairs concerning inspection of implement of measures and enforcement of relevant economic control as provided in the Art. 1.
Art. 12. The Secretaries shall be appointed from among Secretaries or Technical Officials of Cabinet of 3rd class by the Director General.
The Secretaries shall be engaged in the affairs of Board under direction of their superiors.
Art. 13. The Director General may establish Local Economic Stabilization Bureaus at such places as are deemed necessary to manage the affairs provided in Article 1.
In case the Local Economic Stabilization Bureaus are set up, the Economic Stabilization Board shall have the Directors of the Regional Economic Stabilization Bureaus.
The Directors of the Local Economic Stabilization Bureaus shall be appointed from among Secretaries or Technical Officials of Cabinet of 1st class and persons of learning and experience by the Prime Minister upon recommendation of the Director General.
The Directors of the Local Economic Stabilization Bureaus shall administer the affairs of their Bureaus under the direction of their superiors.
Art. 14. The Civil Service Ordinance shall apply mutatis mutandis to the service of the Chief of Secretariat, Directors of Bureaus, Board Members and Directors of Local Economic Stabilization Bureaus of the Economic Stabilization Board who are appointed from among non-officials.
Art. 15. The President may issue the necessary orders to the Chiefs of the Government offices concerned, when he deems it necessary to do so for the perfomance of the functions provided in Article 1.
Art. 16. The matters with reference to the Economic Stabilization Board which are not provided in present Ordinance shall be determined by the Prime Minister.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
The present Ordinance shall be in effect for a period of one year.
The following partial amendments shall be made to the Imperial Ordinance concerning the Regulations governing the Establishment of Temporary Personels in the Offices under the jurisdiction of the Cabinet:
In Article 1-(2) "full time 128 persons second class, (of which 17 persons may be made of 1st class officials)", shall read "full time 14 persons second class (of which 4 persons may be made of 1st class officials)", "full time 236 persons" shall read "full time 12 persons", and the provisions concerning Cabinet Technical Officials shall be deleted.
The following partial amendments shall be made to the Imperial Ordinance No. 528 of 1923 concerning designation of judicial police officials and of the persons who perform the function of judicial police officials.
Article 2-(2) The Economic Inspectors of the Economic Stabilization Board shall carry out the function of the judicial police only as provided for in Article 248 of the Code of Criminal Procedure for the criminal offence concerning economic control.
