I hereby give My sanction to the Imperial Ordinance concerning the partial amendment to the Regulaions governing the Organization of the Bureau of Food Administration and cause the same to be promulgated.

Imperial Ordinance No. 177
A part of the Regulations governing the Organization of the Bureau of Food Administration shall be amended as follows:
In Article 1 "Staple Food agricultural products" shall read "staple food."
In Article 2, "full-time service 281 persons" shall read "full-time service 373 persons" "full-time service 89 persons" shall read "full-time service 513 persons" and "full-time service 387 persons" shall read "full-time 11,169 persons."
Article 4. The food office shall be set up in each prefecture in order to take charge of business concerning control over the demand and supply for the purchase and sale of the staple food such as rice, barley, wheat and others, and its name and place shall be determined by Minister of Agriculture and Forestry.
The food office may, besides the business prescribed in the preceding paragraph, inspect the agricultural products placed in charge by the metropolis, district, and prefectures.
The Minister of Agriculture and Forestry may, if deemed necessary, establish a branch office and a business office.
The Chief of food office shall be appointed from among secretaries (2nd class) or the Technical officials (2nd class) of Ministry of Agriculture and Forestry, the chief of branch office from among secretaries (2nd or 3rd class) or Technical officials (2nd or 3rd class) of Ministry of Agriculture and Forestry. The chief of business office shall be appointed from among secretaries (3rd class) or Technical officials (3rd class) of Ministry of Agriculture and Forestry.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
A part of the Regulations governing the Organization Tokyo Metropolis shall be amended as follows:
In Article 1, "full-time 25" shall read "full-time 21," "full-time 396" shall read "full-time 297."
Article 39 shall be deleted and Article 40 shall be Article 39.
A part of the Regulations governing the Organization of Hokkaido Government shall be amended as follows:
In Article 1, "full-time 460" shall read "full-time 457," "full-time 32" shall read "full-time 16," and "full-time 643" shall read "full-time 42."
Article 34 shall be deleted.
A part of the Regulations governing of the local government officials shall be amended as follows:
In Article 1, "full-time 8524" shall read "full-time 8436." "full-time 723" shall read "full-time 318" and "full-time 11648" shall read "full-time 565"
Art. 49 shall be deleted and Art. 50 shall be moved up to Art. 49.
The local secretaries or local technical officials who belong at the time of the enforcement of this Ordinance to the Food Inspection Office in accordance with provisions of Art. 1 of the Regulations governing the Organization of Tokyo Metropolis, of Art. 1 of the Regulations governing the Organization of Hokkaido Government and of Art. 1 of the Regulations governing the Organization of local government officials, in case written appointments are not issued, shall be regarded as appointed the secretaries or technical officials of Ministry of Agriculture and Forestry with the same class and salary.
Those who are local government secretaries and local technical officials by the provisions of Art. 1 of the Regulations governing the Organization of Tokyo Metropolis, of Art. 1 of Hokkaido government's and of Art. 1 of the Regulations governing Organization of local government officials at the time of the enforcement of this Ordinance and who belonged to the Food Inspection Office when they were suspended from office, shall be regarded as having been appointed the secretaries or technical officials of Ministry of Agriculture and Forestry on the retired list with the same class and salary in case written appointments are not issued.
The provisions of the two preceding paragraphs shall not interfere with the provision concerning the qualifications for the nomination and appointment of government officials.
