Regulations governing the Organization of the National Park Administration Committee
Art. 1. The Board of Committee on National Park Administration Committee shall be the Central National Park Administration Committee and the Local National Park Administration Committee.
The National Park Administration Committee shall be under the supervision of the Welfare Minister.
Art. 2. The Central National Park Administration Committee (called the Central Committee hereafter) shall be established in the Ministry of Welfare.
The Local National Park Administration Committee (called the Local Committee hereafter) shall be established at each specified national park and its name shall be same as that of the national park concerned.
Art. 3. The Central Committee shall take charge of investigation and deliberation on important matters pertaining to national park, in response to the inquiry of the Welfare Minister.
The Local Committee shall take charge of investigation and deliberation on important matters in connection with the management of each park concerned, in response to the inquiry of competent local governor.
The National Park Administration Committee may submit plans regarding important matters relative to national park to the competent governmental office.
Art. 4. The Central Committee shall consist of one chairman and less than 40 committee members.
The Local Committee shall consist of one chairman and less than 20 committee members.
In case it is required to investigate and deliberate on specially important matters, the Committee may have some temporary members besides the fixed number of committee members stipulated in the preceding 2 paragraphs.
Art. 5. The Minister of Welfare shall be the chairman of the Central Committee and the chairman of the Local Committee shall be appointed by the Cabinet upon recommendation of Welfare Minister.
The committee members, regular and temporary, shall be appointed from among officials of the ministries concerned and also from among experts and learned laymen, at the Central Committee, by the Cabinet upon recommendation of Welfare Minister, while at the local committee, by the Welfare Minister upon recommendation of each competent governor.
Art. 6. The Chairman shall preside over the committee affairs.
In case of absence of chairman, a member who is chosen by the chairman shall take charge of the meeting.
Art. 7. The Committee shall have a secretary in each office. At the Central Committee he shall be appointed by Welfare Minister, while at the Local Committee he shall primarily be recommended by a governor concerned, and be appointed by Welfare Minister.
The Secretary shall take charge of the general affairs of the Committee under direction of the chairman.
Art. 8. The Committee shall have clerks who shall be appointed by the chairman.
The clerk shall engage in miscellaneous affairs under direction of his superiors.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
