Salaries, various allowances and all other compensations for Government Officials (including those treated as such) are to be reasonably paid for their services rendered and be put on the basis which can fairly maintain their living at the same time.

Necessary matters as regards payments of above compensations excluding those stipulated by law shall be disposed of in accordance with provisions of Imperial Ordinance except those provided otherwise by laws.
