I hereby give My sanction to the Imperial Ordinance concerning the partial amendments to be made to the Regulations governing the Organization of Tokyo Metropolitan Government and others and cause the same to be promulgated.

Article 1. The following partial amendments shall be made to the Regulations governing the Organization of Tokyo Metropolitan Government:
Article 1. Besides the Governor and the Chiefs of Wards, the following personnel shall be established in the Tokyo Metropolitan Government:
Local Secretaries:
51 (full time) 2nd class One of them may be of 1st class.
Local Technical Officials:
25 (full time) 2nd class Two of them may be of 1st class.
Local Secretaries or Local Technical Officials:
396 (full time) 3rd class
In Article 1-2, "Not more than 498 (full time)" shall read "Not more than 486 (full time)" and "Not more than 4,075 (full time)" shall read "Not more than 4,066 (full time)."
Article 2. The following partial amendments shall be made to the Regulations governing the Organization of Hokkaido Government:
Article 1. Besides the Governor the following personnel shall be established in Hokkaido Government:
Local Secretaries:
460 (full time) 3rd class
Local Technical Officials:
643 (full time) 3rd class
In Article 1-2, "Not more than 135 (full time)" shall read "Not more than 138 (full time)" and "Not more than 885 (full time)" shall read "Not more than 919 (full time)."
Article 3. The following partial amendments shall be made to the Regulations governing the Organization of Prefectural Governments.
Article 1. Besides the Governors the following personnel shall be established in all Prefectural Governments.
Local Secretaries:

8,524 (full time) 3rd class
Local Technical Officials:
722 (full time) 2nd class
11,648 (full time) 3rd class
In Article 2, "Not more than 1,484 (full time)" shall read "Not more than 1,537 (full time)," "Not more than 4,836 (full time)" shall read "Not more than 4,984 (full time)" and "Not more than 30,096 (full time)" shall read "Not more than 30,669 (full time)."
Article 4. The following partial amendments shall be made to the Regulations concerning the Temporary Establishment of the Personnel in Tokyo Metropolitan Government, Hokkaido Government and Prefectural Governments.
In Article 1, "54 (full time)" shall read "59 (full time)" and "249 (full time)" shall read "282 (full time)."
In Article 1-3, "58 (full time)" shall read "62 (full time)" and "2116 (full time)" shall read "2,142 (full time)."
In Article 1-4, paragraph 1, "1,026 (full time)" shall read "1,103 (full time)" and "5,161 (full time)" shall read "5,822 (full time)."
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
