I hereby give My sanction to the Imperial Ordinance concerning the Regulations governing the Organization of the Animals and Plants Quarantine Station, and cause the same to be promulgated.

The Regulations governing the Organization of the Animals and Plants Quarantine Station
Art. 1. The Animals and Plants Quarantine Station shall, under the jurisdiction of the Minister of Agriculture and Forestry, be in charge of the following:
1. Matters concerning the inspection and control, under the Exported and Imported Plants Control Law, of exported or imported plants, and of imported plant diseases and noxious insects, and the investigation and research to viruses and noxious insects;
2. Matters concerning the quarantine or inspection, under the Live-stock Infectious Disease Prevention Law and the Cattle Tuberculosis Prevention Law, of imported live-stock and other goods;
3. Matters concerning the sanitary inspection of exported live-stock and animal products.
Besides the abovementioned matters, the Animals and Plants Quarantine Station may take charge of matters concerning the disinfection of home-produced furs, such inspection of materials contaminated with diseases as may be necessary for the prevention of the diseases of live-stock, and the custody of sera.
Art. 2. All the Animals and Plants Quarantine Station shall have the following officials:
Technical Officials of Ministry of Agriculture and Forestry
Full-time 8 persons Second class
Full-time 41 persons Third class
Secretaries of Ministry of Agriculture and Forestry
Full-time 6 persons Third class
Art. 3. The Chief of the Station shall be appointed from among the second-class technical officials of the Ministry of Agriculture and Forestry.
The Chief shall, under the direction and supervision of the Minister of Agriculture and Forestry, manage and control the affairs of the Station.
Art. 4. The Minister of Agriculture and Forestry may, at such places as may be deemed necessary, establish Branches of the Animals and Plants Quarantine Station to take partial charge of its affairs.
Art. 5. The name, location, and district of jurisdiction of the Animals and Plants Quarantine Station, and the name, location, and matters under the jurisdiction of the respective Branch shall be determined by the Minister of Agriculture and Forestry.
Supplementary Provisions:
The present Imperial Ordinance shall come into force as from the day of its promulgation.
Those second-class technical officials of the Ministry of Transportation who are in the actual service of Maritime Bureaux, engaging in business as prescribed in Art. 1, at the time of coming into force of this Imperial Ordinance, shall, in case where no particular letters of appointment have been issued, be appointed as Technical Officials of the Ministry of Agriculture and Forestry in the same class and with the scale of pay equivalent to the present one. However, application of the rules governing the appointment of government-officials and the qualification for official grades shall not be prevented.
