I hereby give My sanction to the Imperial Ordinance concerning the partial amendments of the Exceptions to the permissions, approvals, etc. under the jurisdiction of the Ministry of Agriculture and Forestry and cause the same to be promulgated.

Imperial Ordinance No. 145
Part of the Exceptions to the permissions, approvals, etc. under the jurisdiction of the Ministry of Agriculture and Forestry shall be amended as follows:
Items 12 to 14 inclusive, and items 17 and 36 of Art. 2 shall be deleted.
In Art. 3, item 3 shall be deleted, item 4 shall be made item 3, and the following items in order shall be moved up by one item.
In Art. 4, item 5 shall be deleted, item 6 shall be made item 5, and the following items shall be moved up by one item.
Item 2 of Art. 5 shall be deleted; in item 3 of the same Article, "such permissions, under Art. 35, par. 1, for Danish seine fishery as are designated by an Ordinance" shall be deleted; the same item shall be made item 2; item 4 of the same Article shall be made item 3; and the following items shall be moved up by one item.
The following paragraph shall be added to the same Article:
The Ordinance concerning Temporary Measures for Permissions, Approvals, etc. shall not apply to official authority to give permissions, approvals and licenses coming within the purview of the provisions of the proviso to the preceding paragraph.
Arts. 6 and 7 shall be deleted, Art. 5-(2) shall be made Art. 6, and Art. 5-(3) shall be made Art. 7.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
Such prohibitions and restrictions on the capture of game made by prefectural governors as, prior to the coming into force of this Imperial Ordinance, were in accordance with the provisions of Art. 2, item 12 of the Exceptions to Permissions, Approvals, etc. under the Jurisdiction of the Ministry of Agriculture and Forestry shall remain in force for only six months after the coming into force of this Imperial Ordinance.
Such permissions for Danish seine fishery as, prior to the coming into force of this Imperial Ordinance, were, in pursuance of the provisions of Art. 35, par. 1 of the Fisheries Law, made by prefectural governors in accordance with the provisions of Art. 5, item 3 of the Exceptions to Permissions, Approvals, etc. under the Jurisdiction of the Ministry of Agriculture and Forestry shall remain in force for only six months after the coming into force of this Imperial Ordinance; provided, however, that this shall not apply with respect to those permissions the period of which will expire within six months after the coming into force of this Imperial Ordinance.
In case those who are, with the permission of the prefectural governor concerned, carrying on Danish seine fishery at the time of the coming into force of this Imperial Ordinance have, within the period as mentiond in the principal clause of the preceding paragraph (in the case of those whose period of permission will expire prior to the expiration of the period as mentioned in the body of the same paragraph, such period of permission), newly applied for permission for Danish seine fishery in accordance with the provisions of Art. 35, par. 1 of the Fisheries Law, the old permission shall, notwithstanding the provisions of the preceding paragraph, remain in force until the rejection of the application is effected.
Such applications for permission for Danish seine fishery under the provisions of Art. 35, par. 1 of the Fisheries Law as have been made to prefectural governors prior to the coming into force of this Imperial Ordinance shall be deemed to have been made to the Minister of Agriculture and Forestry.
