I hereby give My sanction to the Imperial Ordinance concerning the partial amendments to be made to the Regulations governing the Official Organization of the Ministry of Communications and cause the same to be promulgated.

Imperial Ordinance No. 143
The following partial amendment shall be made to the Regulations governing the Official Organization of the Ministry of Communications:
In Article 1 "postal life insurance, postal annuity" shall be deleted.
In Article 3 "seven bureaus" shall read "eight bureaus"; "General Affairs Bureau
" shall read "General Affairs Bureau,
" and "Savings and Insurance Bureau" shall read "Savings Bureau."
No. 3 of Article 4 shall be amended as follows:
3. Pertaining to training of the employees.
4. Pertaining to all communications statistical matters.
Article 4 (2). In Labour Bureau, the following affairs are transacted:
1. Pertaining to labour relations with the employees.
2. Pertaining to allowances and labour condition of the employees.
3. Pertaining to welfare and health of the employees.
In Article 9 "Savings and Insurance Bureau" shall read "Savings Bureau"; No. 2 of the same Article shall be deleted; and No. 3 shall read No. 2.
In paragraph 1, Article 13, "Full time 7" shall read "Full time 8," "Full time 164" shall read "Full time 125," "Full time 10,799" shall read "Full time 6,941," "Full time 239" shall read "Full time 222," and "Full time 961" shall read "Full time 928."
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
The following partial amendments shall be made to the Imperial Ordinance No. 432 of 1945:
"Postal Savings and Insurance Bureau" shall read "Savings Bureau" and "branch offices of Post Office Life Insurance Bureau" shall be inserted next to "where....business is administered."
