I hereby give My sanction to the Imperial Ordinance concerning the Uniform Regulations for Customs Officials and cause the same to be promulgated.

UNIFORM REGULATION FOR CUSTOMS OFFICIALS
The uniform regulation for customs officials shall be established as mentioned in the annexed sheet.
Supplementary Provisions:
This Ordinance shall come into force as from the day of its promulgation.
The customs official may wear for the time being the uniform valid heretofore.
The customs official who was allowed by the regulations before this Ordinance comes into force not to wear uniform, may wear no uniform for the time being.
The Uniform Regulations for the Officials of Customs and Maritime Bureau shall be amended as follows:
The title of the Regulations shall be
"The Uniform Regulations for the Officials of Maritime Bureau."
The words "the Customs Officials and" shall be deleted.
The words "Customs officials and" mentioned in the annexed sheet shall be deleted.

Clothing-material
Dark blue serge.
Making
Round shape with a black leather visor and chin-strap. Both end of chin-strap are secured with golden button on both side of cap. In summer, the cap may be covered with white cloth. Figure as per the illustration.
Front Badge
A character of "Kan" and a cherry-blossom in silver colour are encircled half way by each seven cherry-leaves in gold braid. Background thereof is dark blue serge. Figure and measure as per the illustration.
Hatband
A black coloured diagonal-striped braid is attached around the cap. Figure and measure as per the illustration.
Coat
Clothing-material
Dark blue serge.
Making
Lounge-suit type, lapel-shape. Breast is double with two rows of three black buttons each. One breast pocket on the left. Each one side pocket on both sides with a flap attached. Figure as per the illustration.
Breast Insignia
On the center of the black round metal back ground, a character of "Kan" and cherry-blossom in golden colour are designed and they are encircled half way by each five cherry-leaves in silver braid. On the upper part of surface, silver letter of "Nipponkoku Zeikan, Imperial Japanese Customs" is designed by semicircle. The back has a hook. The insignia is put on left breast. Figure and measure as per the illustration.
Waist Coat
Clothing-material
Dark blue serge.
Making
Lounge-suit waist coat type. Five black buttons are affixed in a row. Two pockets on both sides upper and lower. Figure as per the illustration.
Trousers
Clothing-material
Dark blue serge.
Making
Ordinary long trousers. Each one pocket on both sides and right rear of the trousers. Pocket on right rear of trousers having a flap and secured with a black button. Figure as per the illustration.
Midsummer Coat
Clothing-material
Light gray cloth.
Making
Lapel-shape (small opening) and long sleeves. Shoulder strap is fixed and outer verge of the shoulder strap is sewed into the seam at the shoulder part, the collar side secured with a button of the similar colour as the clothing material. At front, four buttons of the similar colour as the clothing material are affixed in a row. Each one pocket on both sides with a flap attached and secured with a button of the similar colour as the clothing material. Long sleeves with cuffs, secured with buttons. Figure as per the illustration.
Breast Insignia
Same as the breast insignia of the coat.
Midsummer Trousers
Clothing-material
Light gray cloth.
Making
Same as the making of the trousers.
Over Coat
Clothing-material
Dark blue serge.
Making
Lounge-suite type, lapel shape. Breast is double with three black buttons affixed in two rows. Pockets are affixed one each on both sides and with flaps. The rear of the skirt is divided in two and affixed with two black buttons. At the collar part, five black buttons are affixed for securing the hood and the hood is affixed with a nose protector and three black buttons. Figure as per the illustracion.
Breast Insignia
Same as the breast insignia of the coat.
Rain Coat
Clothing-material
Dark blue serge or black water-proof cloth.
Making
Lapel shape. On the breast five blind black buttons are affixed. Pocket with a black button is diagonally affixed one each of the sides. The rear of the skirt is divided in two and affixed with two black buttons. Hood and hood-securing are same as in the case of over-cont. Figure as per the illustration.
Breast Insignia
Same as the breast insignia of the coat.
Notice:
1. The colour of a shirt and a collar shall be white, but a necktie black.
2. In case of necessity, the Minister of Finance may designate exceptions as to the clothing-material and materials for accessories, prescribed in this Imperial Ordinance.
