Imperial Ordinance No. 104
Regulations governing the Organization of Forestry Bureau
Article 1. The Forestry Bureau shall, under the jurisdiction of the Agriculture and Forestry Minister, take charge of the business concerning jurisdiction and management of national forest, forest production, forest products, forest and field, forest insurance and hunting.
Article 2. The Forestry Bureau shall have the following personnel:

Division-Directors
Agriculture and Forestry secretary or technicians
3 full service 1st class
637 ,, 3rd class
Agriculture and Forestry secretary
44 full service 2nd class
Agriculture and Forestry technician
46 full service 2nd class (One of them may be of 1st class)
Article 3. The Forestry Bureau shall have three divisions. The business which each division takes charge of shall be decided by the Agriculture and Forestry Minister.
Article 4. The Forestry Bureau shall have councillors participating in business of the Bureau.
Councillors shall be appointed by the Cabinet from among 1st class officials of the government offices concerned and also from among learned and experienced persons, in accordance with the Agriculture and Forestry Minister's recommendation.
Article 5. The Director-General shall preside over the business of the Bureau under the direction of the Agriculture and Forestry Minister, and shall be in charge of supervision over the personnel of the Bureau, dealing with the advance and dismissal of 3rd class officials at his own discretion.
Article 6. The posts of the division director shall be filled by 1st or 2nd class officials of Agriculture and Forestry secretary or technician. The division director shall take charge of business of the divisions under the direction of their senior officials.
Article 7. The Agriculture and Forestry Minister may set up Local Charcoal Offices and its branch offices at such places as necessary, which, under the authority of the Forestry Bureau, shall be in charge of the execution of the business of charcoal and firewood supply and demand adjustment.
The posts of the chief of the Local Charcoal Office shall be filled by 2nd or 3rd officials of Agriculture and Forestry secretary or technician, and the post of the chief of the Branch office of Local Charcoal offices filled by 3rd officials of Agriculture and Forestry secretary or technician.
Supplementary Provisions:
The present Ordinance shall come into force as from April 1, 1947.

The following shall be added next to the column of the Director-General of the Foodstuff Bureau, in the part of Agriculture and Forestry Ministry in the above ordinance.
