I hereby give My sanction to the Imperial Ordinance concerning the partial amendments to the Regulations governing the Organization of the Ministry of Agriculture and Forestry and others, and cause the same to be promulgated.

Imperial Ordinance No. 103
Article 1. The following amendments shall be made to a part of the Regulations governing the Organization of the Ministry of Agriculture and Forestry:
In Art. 1, "agricultural, forest, live-stock, and fishery production" shall read "agriculture, live-stock, and fishery production," and "agriculture, forestry, live-stock industry, and fisheries" shall read "agriculture, live-stock industry, and fisheries"; "business related to the statistics of agriculture, forestry, live-stock industry, and fisheries" shall be added next to "as well as."
In Art. 3, par. 1, "Forestry Bureau" shall be deleted and "Statistic Research Bureau" shall be added next to "Land Development Bureau."
In Art. 4, "price in general, general scrutiny of the administration concerned, receiving and forwarding of the official documents and definite plans, preparation of statistical reports, as well as compilation and preservation of official documents" shall read "price in general and general scrutiny of the administration concerned."
Art. 6 shall be deleted; Art. 7 shall be replaced by Art. 6; Arts. 8 to 11 shall be moved up respectively.
Article 11. The Statistic Research Bureau shall deal with the affairs concerning the statistics of agriculture, forestry, live-stock industry, and fisheries.
Article 12. The Minister of Agriculture and Forestry can set up crop reporting officers of branch offices thereof in any of regions that are deemed to be necessary for the purpose of causing them to deal with the affairs concerning the research and information as to crop growing conditions.
Chief of the crop reporting offices shall be appointed from among the 2nd rank Agriculture and Forestry secretaries or technicians, and chief of the branch crop reporting offices from among the 2nd or 3rd rank Agriculture and Forestry secretaries or technicians.
In Art. 13, "Full-time officials, 52 persons" shall read "full-time officials, 43 persons"; "full-time officials, 174 persons" shall read "full-time officials, 145 persons"; "full-time officials, 57 persons" shall read "full-time officials, 44 persons"; and "full-time officials, 144 persons" shall read "full-time officials, 81 persons."
The following paragraph shall be added to the same Article:
Besides the officials prescribed in the preceding paragraph, the following officials shall be appointed statistic officials:
Full-time officials, 802 persons... 2nd class
Full-time officials, 2,346 persons... 3rd class
Article 16. The Ministry of Agriculture and Forestry shall have statistic officials. They shall be appointed from among the 2nd or 3rd class Agriculture and Forestry secretaries or technicians and they shall, under the supervision of higher officials, deal with the affairs concerning the statistics of agriculture, forestry, live-stock industry, and fisheries.
Article 2. The following amendments shall be made to a part of the Temporary Agriculture and Forestry Official Appointment System.
In Art. 1, "full-time officials, 7 persons" shall read "full-time officials, 6 persons"; "full-time officials, 372 persons" shall read "full-time officials, 370 persons"; "full-time officials, 853 persons" shall read "full-time officials, 833 persons"; and "full-time officials, 1,873 persons" shall read "full-time officials, 1,814 persons."
In Art. 5, items 5 and 6 shall be deleted; item 2, item 3, and item 4 shall be moved down to item 3, item 4, and item 5, respectively. Following item shall be added next to item 1:

Agriculture and Forestry Technician
Full-time officials, 20 persons.... 2nd class
Agriculture and Forestry Secretary and Technician

In item 7 of the same Article, "full-time officials, 4 persons" shall read "full-time officials, 2 persons"; "full-time officials, 28 persons" shall read "full-time officials, 17 persons." The same item shall be item 6, and the following items shall be moved up respectively.
Supplementary Provision:
The present Ordinance shall come into force as from April 1, 1947.
