I hereby give My sanction to the Regulations governing the Central Agricultural Land Commission Organization and cause the same to be promulgated.

Regulations governing the Central Agricultural Land Commission Organization
Article 1. The Central Agricultural Land Commission, under the supervision of the Minister of Agriculture and Forestry, shall manage the competent items in accordance with the Agricultural Land Adjustment Law, the Owner Farmer Establishment Special Measures Law and others.
The Commission in addition to the preceding paragraph, shall investigate and deliberate upon the important agrarian items in response to the inquiry of the Minister of Agriculture and Forestry.
Article 2. The Commission shall consist of a president and 23 commissioners.
Article 3. The presidentship shall be assumed by the Minister of Agriculture and Forestry.
The post of commissioners shall be assumed by those as stated in the following items:
1. Eight representatives of tenant farmers; 
2. Eight representatives of landowners; 
3. Two representatives of nation-wide farmers' associations; 
4. Five persons learned or well-experienced in agriculture, in addition to those stated in the preceding items. 
Commissioners shall be appointed by the Cabinet on the recommendation of the Minister of Agriculture and Forestry.
Article 4. The term of commissioners shall be two years.
However, under special circumstances, commissioners may be dismissed even during the term of office.
Article 5. The president shall preside over the affairs of the Commission.
In case the president can not attend to his duties, a commissioner nominated by the Minister of Agriculture and Forestry shall act in his place.
Article 6. If it deemed necessary to investigate special matters, special commissioners may be posted in the Central Agricultural Land Commission.
Special commissioners shall be appointed by the Minister of Agriculture and Forestry from among officials of the competent Ministries, qualified academic experts and well-experienced persons.
Article 7. In the Commission, managers shall be posted.
The managers shall be appointed by the Cabinet on the recommendation of the Minister of Agriculture and Forestry.
The managers shall carry on the business under the direction of the president.
Article 8. In the Commission, clerks shall be employed;
the Minister of Agriculture and Forestry shall appoint them.
The clerks shall engage in the business under the instruction of their superior officials.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
The Regulations governing the Agrarian Investigation Committee (Nochi Shingi Kai) Organization shall be abrogated.
