I hereby give My sanction to the Imperial Ordinance concerning the partial amendment to the Imperial Ordinance concerning the Regulations governing the Temporary Establishment of Personnel in the Ministry of Transportation, and cause the same to be promulgated.

Imperial Ordinance No. 91
The following amendments shall be made to part of the Imperial Ordinance concerning the Regulations governing the Temporary Establishment of Personnel in the Ministry of Transportation:
The title shall be amended as follows:
Imperial Ordinance concerning the Temporary Establishment of Personnel, etc. in the Ministry of Transportation.
In Art. 1, shall be added the following one item:
5. Those who are engaged in the business concerning the allotment of designated productive material and others under the Temporary Demand and Supply Adjustment Law.
Secretary of the Ministry of Transportation or Technical Official of the Ministry of Transportation:
329 persons (full-time) 2nd class
692 persons (full-time) 3rd class
In the same Article, the following one paragraph shall be added:
The business prescribed in item 5 of the preceding paragraph, may be entrusted to the Railway Divisions as well as to those local offices mentioned in Article 12 of the Regulations governing the Organization of the Ministry of Transportation, that transact the business concerning the construction, improvement or maintenance of ports and harbors.
Article 5 shall be deleted; and Article 4 shall read Article 5, Article 3 shall read Article 4, and Article 2 shall read Article 3.
Article 2. In the General Maritime Bureau, shall be established the Material Department, which take charge of the business concerning the allotment of the designated productive material, etc., under the Temporary Demand and Supply Adjustment Law.
The Chief of the Department shall be appointed from among the secretaries of the second class, of the Ministry of Transportation or Technical Officials of the Ministry of Transportation.
In Art. 6, shall be added the following one item:
3. Those who are engaged in the business concerning the allotment of designated productive material, under the Temporary Demand and Supply Adjustment Law.

Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
