I hereby give My sanction to the Imperial Ordinance concerning the partial amendments to the Regulations governing the Organization of the Ministry Welfare and cause the same to be promulgated.

Imperial Ordinance No. 87
The Regulations governing the Organization of the Ministry of Welfare shall be amended as follows:
Article 3. Ministry of Welfare shall have eight bureaus as follows:
Labor Administration Bureau
Article 6-2. Children Bureau shall prosecute the following business:
1. Affairs concerning welfare of children.
2. Affairs concerning nurture, discipline and protection, etc. of children.
3. Affairs concerning public health and sanitation of children and pregnant and lying-in women.
4. Other affairs concerning children and also not belonging to the jurisdiction of other offices.
Article 10. The Ministry of Welfare shall have the following personnel:
Welfare Secretaries:
Full time service Secretaries (1st class) ......6
